UniversityofGlasgowSafetyandEnvironmentalProtectionService1Telephone:01413302799E-Mail:safety@glasgow.ac.ukDangerousSubstancesandExplosiveAtmospheres(DSEAR)Regulations2002TheDangerousSubstancesandExplosiveAtmospheresRegulations(DSEAR)cameintoforceonthe9thDecember2002andareconcernedwithprotectionagainstrisksfromfireandexplosion.ThekeyrequirementoftheRegulationsisthatrisksfromdangeroussubstancesareproperlyassessedandeliminatedifpossibleorreducedasfarasisreasonablypracticable.TheDSEARregulationsapplytoalmosteverybusinessworkplaceincludingtheHigherEducation(HE)sectionintheUK.Theregulationssetoutminimumrequirementsfortheprotectionofworkersfromfireandexplosionrisksarisingfromtheuseofdangeroussubstancesandpotentiallyexplosiveatmospheres.DSEARcomplementstherequirementtomanageriskassetoutintheManagementofHealthandSafetyatWorkRegulations1999andrequiresthattherisktopersonssafetyfromdangeroussubstancesandexplosiveatmospheresbeaddressedspecifically.ThisrequirementisinadditiontoassessingtherisktopersonalhealthwhenusinghazardoussubstanceswhichisaddressedseparatelybytheCoSHHRegulationsAssessingtheRiskHeadsofSchool/ManagementUnit(HOS)beartheultimatelegalresponsibilityforthesafeuseofanyflammableliquidsandgasesthatareusedorstoredwithintheirareaofresponsibility.However,ingeneralPrincipalInvestigatorsareresponsiblefortheproductionofeffectiveriskassessmentsandformalprotocolsforworkwithintheircontrolinvolvingflammableliquidsandgases.Arrangementsshouldbeinplacethatmakesitexplicitthatgoodpracticesaredevelopedforreducingrisktopersonsfromfire,explosionsandenergyreleasingeventslikelytocauseharm.ToensurelegalcomplianceColleges,Schoolsorequivalentunitsmust:Undertakeariskassessmentofanyworkinvolvingdangeroussubstancesofaflammableorexplosivenature(aDSEARassessmentformisavailableontheSEPSwebsite).Providetechnicalandorganisationalmeasurestoeliminateorreduceasfarasreasonablypracticaltheidentifiedrisks.Provideequipmentandprocedurestodealwithaccidentsandemergenciesthatshouldresultfromsuchworkinvolvingthesedangeroussubstances.Provideinformation,instructionandtrainingtostaff,studentsandvisitorswhomaycomeintocontactwiththesedangeroussubstances(orbepresentinareawheresubstancesofthistypeareinuse)toensuretheyarefamiliarwithstandardoperatingproceduresandanysafetyprecautionsrequired.Classifyworkplaceswhereexplosiveatmospheresmayoccurandmarktheseareasclearlywiththeappropriatewarningsigns.DSEARApplicationThefollowinglistcoverssomeoftheprocessesundertakenattheUniversityofGlasgowwheretheDSEARregulationswillapply,pleasenotethatthislistisnotexhaustiveandshouldbeusedforguidanceonly:Storageoffuelsformotorvehiclesand/ormachineryHotworkontanksordrumsthatmayhavecontainedflammablesubstancesinthepastUseofflammablesubstancesinlaboratoriesandresearchfacilitiesSEPSGuidanceNote(GN-CHEM03/2017)UniversityofGlasgowSafetyandEnvironmentalProtectionService1Telephone:01413302799E-Mail:safety@glasgow.ac.ukStorageorpurificationofflammablesolvents(includingwastesolvents)Storage,handling,useorgenerationofflammablegasesTransportofflammablesubstancesincontainers(includingcompressedgascylinders)aroundtheworkplaceProcesseswherecombustibledustsmaybereleasedintotheatmosphereorbuildupincompartmentsFurtherGuidanceandSupportTheUniversityofGlasgowdoesnotrequiretheuseofastandardDSEARassessmentformandindividualsshouldfeelfreetocreatetheirownassessmentsystems.However,ablanktemplateandguidancehasbeencreatedforgeneralusebytheSafetyandEnvironmentalProtectionServiceandishostedonthewebsiteforyourconvenience.WhilecarryingoutaDSEARassessmentshouldbetheresponsibilityofacompetentpersonwithinthecollege/school/unit,furtherinformationandguidancecanbeobtainedbycontactingSafetyandEnvironmentalProtectionServicewhowillbehappytoansweranyquestionsandprovidesupport:GeneralOffice:01413305532FireSafetyOfficer:01413304202/6109ChemicalSafetyAdviser:01413302799E-mail:safety@glasgow.ac.uk
