WorkshopSafetyAGuidetoGuardingSmallMachineToolsUsedinWorkshopsThirdEditionProcterMachineGuardingTheUK’sleadingmachineguardingspecialistWorkshopSafetyAGuidetoGuardingSmallMachineToolsUsedinWorkshopsThirdEdition2Workshopsareencounteredinadiverserangeofindustrial,commercial,educationalandotherestablishments,notjustwithinthemanufacturingindustries.Whilesomeworkshopscontainaconsiderablenumberandvarietyofmachines,othershavelittlemorethanadrill,apressandasetofhandtools.Inallcases,however,itisimportanttoensurethatthemachineryisadequatelyguarded,asmachineryisfrequentlyinvolvedwithaccidentsresultinginminor,seriousandevenfatalinjuries.StatisticsfromtheHSEunderlinethefactthatthehazardsoftentranslateintorealaccidents.HSEstatisticsfor2009/10showthatcontactwithmovingmachinerywasresponsibleforsignificantnumbersofinjuriesandfatalitiesinthemanufacturingindustriesalone.Notallofthesewillhaveinvolvedworkshopmachinery,butthefiguresneverthelesshighlighthowdangerousmachinerycanbe:•1542outof15,047over-three-dayinjuries(10%)•599outof4015non-fatalmajorinjuries(15%)•2outof23fatalities(9%)Infactthenumberofnon-fatalinjuriesislikelytobemuchhigherthanthesefiguressuggest,asitisestimatedthatjustoverhalfofnon-fatalinjuriestoemployeesareactuallyreported,withtheself-employedreportinganevensmallerproportion.Source:HSEstatisticsfor2009/10Ifthemoralargumentisnot,initself,asufficientreasontoguardmachinery,itshouldbeborneinmindtherearealsoregulatoryrequirementsrelatingtothesafetyofmachineryandworkequipment.Furthermore,thecostsassociatedwithanaccidentarelikelytoexceedbyfarthecostofprovidingguarding.Fortunatelythesubjectofmachineguardingiswellunderstoodbyspecialistsuppliers,sostakeholdersneednotworrythattheirguardingrequirementswillbedifficulttomeet;virtuallyallstandardmachinetypeshavebeenequippedwithsuitableguardingatsometime,andbespokeguardsfornon-standardmachinerycanbemanufacturedandinstalledverycost-effectively.Thispresentguideisnotintendedtobeacomprehensivetreatiseonhealthandsafetyinworkshops;ratheritprovidesadviceandguidancerelatingtosafeguardingofthephysicalhazardspresentedbymachinetoolstypicallyfoundinworkshopswithintheUK.Notethatspecialcases-suchaswoodworkingmachineryandpowerpresses-areexcluded,asareweldingandcuttingequipment,portablepowertools,liftingequipment,anddegreasing,paintingandfinishingequipment.Stakeholdersareadvisedtoassesshealthandsafetyissuesrelatingtothesetoo,asthehazardscanbeatleastassevereasthoserelatingtobasicmachinetools.WorkshopSafetyAGuidetoGuardingSmallMachineToolsUsedinWorkshopsThirdEdition3Guarding:CostsAndBenefitsWhere,forexample,guardinghasbeenremovedformachinemaintenanceandnotreplaced,rectifyingthissituationisstraightforwardandcostsalmostnothing.However,itisinevitablethatmostmachinerythatisinadequatelyguardedwillneedmoneytobespentinordertobringituptoanacceptablestandard.Spendingonhealthandsafetyisoccasionallyviewedasaninvestmentthatgiveslittleornoreturn,butworkingoutwhatthecostofanaccidentwouldbecanshowtheoppositetobetrue:accidentsareextremelycostlyintermsoflosttime,lostproduction,sickleave,fines,legalcosts,increasedinsurancepremiums,andsoon.Thesecostsalonecouldeasilyamounttotensofthousandsofpounds.ExampleProsecutionAcompanywasfined£500andorderedtopaycostsof£2,287.76afteranemployee’slittlefingerwasamputatedintheunguardedrotatingpartofapedestaldrill.Theemployeewasusingthem...
