MGCOSHAStandardsOutline2014.10.22OSHAStandardsonMachineGuardingTheOSHAstandardsongeneralguardingofmachineryandmechanicalpowertransmissionapparatus(29CFR1910.212and1910.219)areverybroadandgenerallyminimumguardingstandards.Onestandardwaspredicatedonthe1970’sversionoftheANSI/ASMEB15.1standard,whichitselfhadundergoneseveralrevisions(with2000asthemostrecent)beforetransfertoanotherANSI-accreditedStandardsDevelopingOrganization.ThecurrentandmostauthoritativestandardonthebroadsubjectofsafeguardingformachineryisANSIB11.19-2010;thismodernandsignificantlyrevisedversionoftheB11.19-2003standardalsoincorporates(andupdated)therequirementsoftheASMEB15.1-2000standard,whichwasformallywithdrawnin2011.TheANSIB11.19-2010standardspecifiesrequirementsforbothsafeguardingsuppliersandusers,andincludesdetailedrequirementsongeneralsafeguardingconcepts(e.g.,safedistancesafeguarding),guards(fixed,adjustableandinterlocked),safeguardingdevices,awarenessbarriers/signals/signs,safeguardingmethods,safeworkprocedures,andonsafeguardinginspection,maintenanceandtraining.Nineinformativeannexesprovidemuchadditionalandusefulguidance.ExamplerequirementsfoundinANSIB11.19-2010aboutguards:a)Materialusedintheconstructionofguardsshallbeofsuchdesignandstrengthastoprotectindividualsfromidentifiedhazards;b)Guardsshallbefreeofsharpedges,burrs,slagwelds,fasteners,orotherhazardsthatmayinjureindividualswhenhandling,removingorusingtheguardsorequipment;c)Handlesplacedonguardsshallbesecuredtotheguardsoasnottocreateapinchpointbetweenthehandlesandtheguard,frameormachine;d)Thedesignandconstructionoftheguardshallensurethatindividualscannotreachthehazardbyreachingover,under,around,orthroughtheguard;e)Guardsshallbedesignedandconstructedsoastoensureeaseofuse;f)Theguardshallbedesignedandconstructedtoprovidevisibilityofthehazardzoneappropriatetotheparticularoperation;g)Transparentguardsshallprovidetheappropriatelevelofprotectionasdeterminedbytheriskassessment;h)Thesuppliershallprovideamaintenanceorreplacementscheduleorcriteriatodeterminetransparentguardreplacementintheirinformationforuse;i)Interlockedguardsshallbedesignedandconstructedtomeetthefollowingadditionalrequirements:i.Interlockdevicesusedinconjunctionwithguardsshallbespecificallydesignedandconstructedforuseinsafeguardingapplications;ii.Guardlockingdevices,whenused,shallpreventtheguardfrombeingopenedandshallpreventaccesstothehazarduntilthecommandhasbeengiventoreleasetheguard.Theriskassessmentshalldeterminetheneedforameanstounlocktheguardlockingdeviceorotherwiseprovideameansofegressfrominsidethesafeguardedarea;iii.Interlockblockingdevices,whenused,shallpreventenergizingthesafetyrelatedcircuitbysecuringorlockinginanopenposition.
