LaboratoryVentilationOnlypersonnelwhoareproperlytrainedandthoroughlyknowledgeableregardingthepotentialhazardsofthechemicalsandothermaterialspresentinthelaboratoryaswellassafetycontrolmeasuresthatmaybeusedtomitigatethosehazardsmaysuperviseorindependentlyperformhazardousmaterialstorageandhandlingoperationsatFSU.Thearrayofsafetycontrolmeasuresthatmaybechosentoaddresspotentialhazardsfallintothreegeneralcategories:engineeringcontrols,administrative(workpractice)controls,andtheuseofpersonnelprotectionequipment(PPE).Thesecontrolsshallalwaysbeconsideredandutilizedtothegreatestextentpracticaltoensurethatanamplemarginofsafetyisprovided.Anadequatemarginofsafetycanbeassuredwhensafetycontrolmeasuresareincorporatedasanadjuncttosoundscientificmethodsandlaboratorysafetypractices.Thepurposeofanaddedmeasureofprotectionistoallowtheseoperationstobedonesafelyandtomitigatethepotentialforanadverseimpactifproblemsarise.Thedesignandconstructionoflaboratoriesincorporatesmanyengineeringcontrols.Thisprocessisguidedbyverydetailedandprescriptivebuildingcodesandindustrybestpracticestandards.Oneimportantaspectoftheserequirementsistheabilitytoprovidecontinualventilationbyanon-recirculatingHVACsystemwithairexchangeratessufficientlyhightopreventthebuildupofcontaminantsaboveconcentrationswhichmightbeharmfultoexposedpersonsortheenvironment.Specificallyconstructedventilationsystemsaregreatlyreliedupontoensurethereductionofairbornecontaminants,releasedduringhandlingoperationsorasfugitiveemissionsfromstoredchemicalcontainers,tobelowacceptablelevels.However,theaffordedprotectionthatthesesystemsmayprovidecaneasilybedegradedthroughsystemmisuseorcomponentfailures.Topreservetheventilationsystem’sabilitytofunctionasintended,laboratoryusersmusthaveabasicfamiliaritywiththeroutineoperatingparametersandmodes,knowthesystemlimitationsandbeabletoimmediatelyrecognizesignificantproblemswhentheyoccur.Systemmaintenanceshouldonlybeperformedbyqualifiedpersonnelandperformancetestingandinspectionsmustbedonefrequently,includingaftermajorworkorchangestosystemsettingsorcomponents.EnvironmentalHealth&Safety(EH&S)andFacilitiespersonnelshouldalwaysbecontactedwheneveranyrepair,modificationortestingmaybenecessary.OurUniversityresearchlaboratorieswerebuiltutilizingthemostsoundtechnologyandconservativedesignparameterswarrantedbytheanticipateduseatthetimeoftheirconstruction.Manyimprovementshavebeenmadethroughtheyearstoenhanceperformanceandsaveenergythroughupdatedandmoremodernbuildingcomponentsandsystemdesigns.Ournewerbuildingsaremorelikelytohavemonitoringsystemsthatcanactivelyassesstheoverallperformanceandstatusofeachmajorcomponent.Theyarealsolikelytohaveremotecontrolcapabilitiesandtheflexibilityforeachlaboratoryareatobeindependentlyoptimizedwithoutadverselyaffectingventilationinneighboringareasofthebuilding.Newlaboratoryventilationsystemshavetheairflowmeasuredandbalanced,andtheytypicallyarequantitativelyandqualitativelytestedneartheendoftheconstructionphasetoensurethattheyactuallycanperformasdesigned.Researchbuildingsbuiltorrenovatedpriortotheyear2000donotgenerallypossessmoderncontrolfeaturesorhaveasflexibledesigns.Theseolderlaboratorybuildingsarestillabletofunctionproperlybuttheyrequiregreateroperatorattentivenesstosystemchangesorfailuresthatcouldnegativelyimpactperformance.Everyoneinvolvedwithchemicaluseinalaboratoryenvironmentmustbeesp...
