UnderstandingyourHSEcultureUnderstandingyourHSEculture2Inparticular,managers:•donotjustmanage,butexemplifygenuinesafetyleadership,and•seeothers’perceptionsandbehaviourasareflectionoftheirownleadership.1.3CultureassessmentOrganisationalculturecanberecognisedatfivelevelsofdevelopment,from‘Pathological’to‘Generative’,asshowninFigure1.Eachleveldescribeshoworganisationstypicallybehave.Insection2.0(Organisationalcharacteristics)typicaldescriptionsaregivenfor23‘dimensions’.DuringanUnderstandingyourHSEcultureworkshop,thesecanbeusedtoidentifythecurrentculturelevelofyourorganisationforeachofthedimensions,andtobegintoconsiderwaystoimprove.1.4SettingthescenePreparetheworkshopparticipantsbyprovidinginformationonthetopicofHSEculture.Forexample,considerwhetherallparticipantsknowwhatHSEcultureis,andwhethertheyhavedifferentinterpretationsofwhatitmeanstothem.Forexample,dependingonthenatureandscopeoftheorganisation’sbusiness,theymaythinkaboutHSEculture/managementintermsof:•processorproductsafety;•occupationalhealthandsafety;•serviceorclientsafety,or•safetyofcontractorsandsuppliers.Considerdeliveringashortpresentationatthebeginningoftheworkshoporprovidingpre-readmaterialtoparticipants.TheEnergyInstituteprovidesfreeresourcesrelatedtoHSEculturethatmaybeuseful,includingafacilitatorpresentationandanimationsthatexplainsomekeyconceptsofHSEculture,availableat:http://heartsandminds.energyinst.org/culture1.5NextstepsThepurposeofthisworkshopistoraiseawarenessofHSEculture,generategooddiscussionsabouttheleveloftheHSEcultureinyourorganisation,andidentifyspecificissuesthatcanthenbeaddresseddirectlytoimprovethatculture.TheEnergyInstitute’sHeartsandMindsMakingchangelasttoolcanbeusedtoplanandsupportculturechangebyensuringpeople’sbuy-inandengagementwiththeimprovementactions.Asolidlyimplementedhealth,safetyandenvironment(HSE)managementsystemisanessentialbasisforgoodHSEperformance.However,outstandingperformanceandcontinuousimprovementwillonlybeachievedwhenthereisacultureinwhichtheelementsoftheHSEmanagementsystemcanflourish.ThisbooklethelpsyoutodevelopanunderstandingoftheHSEcultureinyourorganisation.UsingitinmeetingsandworkshopswillgiveyouaclearviewofthecurrentHSEcultureandhelpyouseewhatbetterlookslike.1.1HSEmanagementsystemsAHSEmanagementsystemisasystemofrules,policies,andprocessesformonitoringandmanaginghealth,safetyandtheenvironment.Typically,anHSEmanagementsystemwillinclude:•apolicyonHSEmanagement;•astrategyforitsimplementation;•baselinemeasurementstobenchmarkHSEperformance;•relevantindicatorstomonitorperformanceagainsttheplan;•targetsandactivitiestodriveimprovementinHSEperformance;•HSEauditsandsurveystoassesshowwellthemanagementsystemisimplemented,and•arangeofwaystoinvolvetheworkforceinHSEimprovementactivities.TheimplementationofanHSEmanagementsystemcanbeassessedinvariousways,includingauditsandself-assessmentquestionnaires.However,whilsttheHSEmanagementsystemcanbeimplementedwithoutworkforcebuy-in,havingastrongHSEcultureisnecessaryforittobeeffective.1.2HSEcultureCultureis‘thewaywedothingsaroundhere’–orperhaps‘whatwedowhennooneiswatchingus’.HSEcultureiswhatwedotomanageHSE.Itisnotjustaboutwhatweshoulddo(accordingtotheHSEmanagementsystem),butwhetherwedoit,whatwethinkaboutit,andwhetherwegobeyondthemanagementsystemandtrytoimproveuponit.Inastrongcultureeveryone:•demonstratessafetyasa...
