PracticeSafetyandEnvironmentalProtectioninOperationsMessagefromDirectorinChargeofHSEThegoaloftheINPEXGroupisto“becomeanintegratedenergycompany,whichcontributestothecommunityandmakesitmorelivableandprosperous.”Accomplishingthisgoalwillrequireourgrouptoadheretothehighestethicalstandardsasamemberofsocietywhilefosteringaculturethatprioritizessafetyandenvironmentalprotection.Tomaintainastablesupplyofenergy,weneedtooperateonaglobalscaleasweseekenergyresources.Asaresult,wearededicatedtocomplyingstrictlywithinternationalstandardsofbehavioraswellasreinforcingacorporateculturethatearnstherespectofpeopleanywhereintheworld.Wehaveformanyyearsplacedemphasisonbuildingaglobal-standardHSEmanagementsystemandusingthissystemforHSEactivities.GuidingourHSEmanagementsystemareourHealth,Safety,andEnvironmentalPolicyestablishedin2006andourHSEManagementSystemManualestablishedin2007.Wehavepreparedhighlypracticalmanualsandguidelinesthatwithregardtoworkplacesafetyandhygieneandprotectingtheenvironment.Furthermore,wecreatedaframeworkbasedonthissystemthatincorporatesaPDCAcycle.Ibelievethatactivitiesoverthepastfewyearshavefurtherstrengthenedthecorporatecultureofalwaysputtingsafetyfirst.Despitethisprogress,ourHSEperformanceisstillinadequateinmanywaysincomparisonwithothercompaniesthataremembersoftheOGP*1.Moreover,ourperformanceisstillnotsatisfactorywithrespecttotheresultsofourquantitativekeyperformanceindicators(KPIs)forouroverallHSEactivities.Themedium-termoutlookforouractivitiespointstotheneedtomoveevenfastertomakeourHSEprogramsmoreglobal.Forexample,theseprogramswillbeneededatLNGproductionfacilitiesthatusemulti-nationalteamsofworkers.Inthepastfiscalyear,weestablishedthetargetofquicklyraisingourHSEcompetencytothesamelevelasatIOCs(InternationalOilCompanies).Toenactthebroad-basedinitiativesthatareneeded,wecreatedtheSecondHSEMedium-termPlan,whichcoversthethree-yearperiodendinginMarch2016.Theplanhasseveralcentralelements:HSEaudits,HSEriskmanagement,processsafetymanagementandpreventionofmajorincidents.Wehavealreadytakenseveralactions.WeestablishedtheINPEX7SafetyRulesadoptedtheIFCPerformanceStandards*2;startedusingthesafetycaseapproach;conductedcoordinatedemergencyresponsedrillswithoverseassites;expandedHSEeducationandtraining;strictlyenforcedcompliancewithHSErequirements;reexaminedHSERiskAssessmentManagementProcedure;andhiredHSEspecialists.ThesemeasuresgiveusasoundbaseforcontinuingourrapidprogresswithHSE.Ouroperationsareforeseentobecomeevenmoreglobal.Ibelievethatourdutyistocreateaworkplacecultureeverywhereintheworldthatsharesthe“safetyfirst”and“protectingtheenvironment”mottos.TheSecondHSEMedium-termPlanisourblueprintforbuildingthefoundationforcreatingthistypeofculture.Weoperateinmanynaturalenvironmentsandhaveadiversearrayofworkplaceenvironments.Wemustalsoreflecttheinterestsofabroadrangeofstakeholders.WehaveastrongcommitmenttousingHSEactivitiestoearnthetrustofthepublicinordertobecomeanorganizationthatistrulyneededbyallofourstakeholders.MasatoshiSugiokaRepresentativeDirectorinchargeofHSEViceChairmanHSEManagementSystemHealthSafetyEnvironmentHSEManagementSystem*1OGP:TheInternationalAssoci-ationofOil&GasProducershttp://www.ogp.org.uk/*2IFCPerformanceStandards:PerformancestandardsonsocialandenvironmentalsustainabilityestablishedbytheInternationalFinanceCorporation(IFC)41INPEXCORPORATIONSustainabilityReport201...
