INK-FORM027BPage1of22Revision:1Documentum:411453Revisiondate:December2015Attention:beforeuse,checktherevisionnumberofthiscopywiththatofthenetworkHEALTH,SAFETY,SECURITYANDENVIRONMENTALREQUIREMENTS(HSSE)Thepurposeofthisdocumentistodefine,inoutline,theHealth,Security,SafetyandEnvironmentalstandardsthataretobecompliedwithbyallContractorsandThirdPartypersonnelworkingwithintheconfinesofBPChembelN.V.locatedinGeel.ThisDocumentisthetranslationofthe“EisenvoorGezondheid,Beveiliging,VeiligheidenMilieuvoorBPChembelN.V.”ofwhichtheSuppliercanaskacopy.IncaseofaninconsistencybetweenthisDocumentandthe“EisenvoorGezondheid,Beveiliging,VeiligheidenMilieuvoorBPChembelN.V.”,thelatterprevails.1.Introduction.TheBPChembelsiteatGeelisaworldscalechemicalcomplexproducingover1milliontonnesayearwithpurifiedtereftalicacidbeingthefinishedproduct.TheSiteoperates24hoursaday7daysaweek.FinalproductchemicalsandrawmaterialsaretransportedtoandfromtheSitebypipeline,roadtanker,trainandship.TheSitehasanumberofoperatingunitswhicharesupportedbytankageandutilityinfrastructure.TheSiteemploysaround350fulltimeBPemployeesbutalsohasemployeeswhichvaryinnumberaccordingtoworkloadtobeperformed.AsaconsequenceofitsbusinesstheSitecontainsanumberofhazardsandtheSitehasbeencategorizedasSEVESOunittype2.Thematerialsthatareinvolvedintheproductionprocessesgiverisetothefollowinggenerichazards:•Flammable•+Corrosive•Toxic•Explosive•PotentialcarcinogenicBPhasdevelopedanumberofsystemsandprocedurestoeliminate,reduceandcontrolthesehazardssothattheoverallrisktothoseworkingontheSiteisminimized.ItisimportantthereforethatanyvisitortotheSite,whoisrequiredtocarryoutaspecificjobofwork,understandsandfullycomplieswiththerequirementsofthesesystemsandprocedures.2.Policies.TheBPGroupHSSEpolicysimplystatedis‘Noaccidents,NoharmtopeopleandNodamagetotheenvironment’.AtGeelthisprinciplehasbeenincorporatedintotheSite’sownHSSEPolicy.AspartoftheimplementationofthispolicytheSitehasestablishedaZeroTolerancepolicywhichaimstoraisetheunderstandingofallpersonnelwhoworkonSitetoensuretheyoperateandbehaveinawaythatseekstoachievezeroaccidents,injuriesandenvironmentalharm.Anycontractor,whoworksontheSite,forwhateverperiodoftime,isexpectedtoalignthemselveswiththesiteHSSEpolicyandthephilosophyofZeroTolerancepolicy.Toachievethis,theContractorisexpectedtodrawupaHSSEplantosupportandimplementthisBPHSSEpolicy.Thescopeanddepthdependsonthedegreeofriskoftheworktobeperformed,thecomplexityofthetaskstobeperformed,thefrequencyanddurationoftheworktobeperformedandthecompetenceofthepersonneldeployed.INK-FORM027BPage2of22Revision:1Documentum:411453Revisiondate:December2015Attention:beforeuse,checktherevisionnumberofthiscopywiththatofthenetworkPriortotheexecutionoftheworkstheresponsiblepersonoftheContractorguaranteesthenotificationto–andthediscussionwiththerelevantBPresponsiblepersonofthework,thescope,thedetailedjobplans,thescheduling,therisksandthecorrespondingpreventionmeasuresduringspecificconsultationmeetings.ThesiteisaccreditedtoISO14001.Thisisaninternationalstandardcoveringenvironmentalmanagementsystems.ContractorsworkingontheSiteneedtobeawarethattheiractivitiesmayaffecttheenvironmentandthattheymustworkwithintheenvironmentalmanagementsystemoftheSite.Environmentalconsiderationsmustbeincludedintheriskassessmentoftaskstobeundertaken,andtheuse,storageanddisposalofmaterialsmust...
