1/3DocumentTitleJourneyManagement–GuidancematerialRevisiondateRevisionNumberReasonforrevisionSubjectMatterExpertRSECEndorsement22/6/20093.4Applicationofdocumentcontrolheaderandchangefromdraftstatus.PhilReesMikeWatson13/7/20093.5ClarifiedroleofSupervisorPhilReesMikeWatsonPurposeDescribethesignificantaspectsofJourneyManagementprocessandprovideexamplesoftheessentialelementsofaJourneyManagementPlan(JMP).ThisdocumentisaguideforShellandContractstaffinvolvedinJourneyManagement.ThisincludesAuthorizingPersons1,ContractHolders,Dispatchers,HSSEstaff,JourneyManagers,SupervisorsofDriversandSchedulers.DriversandProfessionalDriversthatdriveonShellbusinesscanalsorefertothisguide.WhatisJourneyManagement?JourneyManagementisaprocessforplanningandexecutingnecessarylandtransportjourneysincompliancewithallHSSErequirements.JourneyManagementcanbebrokenintothreephases:1.PlantheJourneyTheaspectsthatareaddressedintheplanningofthejourneyinclude(amongstothers):Determineifthetripisnecessaryandwhentodrive,includingrestbreaks,drivinganddutyhours;Whatvehicletouseandisitsuitableandinpropercondition;Requireddriverskillsandcompetence;Whatroutetotakeandwheretomakereststops.AkeydeliverableofthejourneymanagementprocessistheJMP.TypicallyaDispatcher,aJourneyManageroraDrivercompilestheJMP.PriortoexecutingthejourneytheDrivershouldbefullybriefed(oraware)aboutthejourneyandtheassociatedrisks,includingmitigatingmeasuresasdocumentedintheJMP.2.ExecutetheJourneyDriversareresponsibleforexecutingjourneysinlinewiththeagreedJMP,butothersmayneedtoplayaroleaswell.ForexampletheJMPmayincludepreparationsfora‘ManLost’procedurethatmayneedtobestartedbytheJourneyManagers.Thisisrelevantwhendrivingthroughdesertedorhostileareas,includingareaswithoutmobilephonecoverage.3.Close-outoftheJourneyClosing-outthejourneyensuresthattheobjectivesofthejourneyweremetandenablesthecaptureoflessonsthatcanhelpimprovingthejourneymanagementprocessand/orplanforfuturejourneys.1AuthorizingPersonisanEPspecifictermusedintheEP2005series.2/3WhyJourneyManagement?JourneyManagementisusedtopreventundesiredHSSEconsequencesoflandtransportjourneys.SupervisorsresponsibleforindividualsdrivingoncompanybusinessareaccountableforensuringaJMPispreparedwhenrequired.AnyonedrivingacompanyvehicleordrivingoncompanybusinessisresponsibleformeetingtherequirementsofaJMPwhenneeded.WhenisaJourneyManagementPlanneeded?JMPrequirementsaresummarisedbelow:WhenisaJMPrequired?RoleoftheSupervisor*RoleofDriverAlldriversIftotaldrivingtime(trip)ismorethan4.5hoursorasecurityassessmentorlocalriskassessmentdeterminesaJMPisneeded.Whenrequired,ensureaJMPispreparedwhichincludesdrivingandrestschedule.CheckwithSupervisorortheauthorizeddelegateifaJMPisrequiredbeforestartingthejourney.DiscusstheJMPwiththeSupervisorortheauthorizeddelegateComplywiththecontrolmeasuresasdocumentedintheJMP(e.g.duty,drivingandresthours,authorisedroute).AdvisetheSupervisororauthorizeddelegateifchangesoccurredinthejourneyinordertoupdatetheJMP.ProfessionalDriversAsaboveConductsecurityassessmentandlocalriskassessment.Whereidentifiednecessary,prepareaJMPthatincludes(ataminimum)loadinganddischargesite(whereapplicable),authorizedroute,identificationofroutehazardsandcommunicationrequirementsduringthejourney.ReviewchangesreportedbydriveranddecidewhethertoupdatetheJMP.*Supervisormaydelegatetoanauthorizeddelegate/sincludingthepreparationofJMPHowtoimplementJourneyManagement?GuidanceonhowtoimplementJMP,includingexamplesofJourneyManagementPlans,sampleformsandbestpracticesareavailablethroughtheRoadSafetyExpertiseCentre.3/3Someconsiderationsforajourneymanagementplaninclude:1.Loadinganddischargesite(whereapplicable)-Loadingandunloadingatsite,includingsiteassessmentandsitehazardsregister-Loadingofthevehicle(passengers,productstabilityforbulkandcargo,hazardsoftheload)-Typeofvehiclenecessaryforthejourneyandvehicleroadworthiness.2.Driverpreparedness-Drivingdutyandrestperiods-Competenceandfitnessofthedriver,includingfatigueconsiderations3.AuthorizedRoute-Routeplan(canbelongerthanthefastestorshortestroutetoavoidhazards)-Enablescompliancewiththedutydrivingandresthours4.Identificationofroutehazardsandcontrols-Generalsafetyhazardsincludingcountryinfrastructure,environment,seasons,weatherconditions(dust,snow,ice,rain,fog),drivingatnight(reducedvisibility),etc.-Routespecifichazards(blackspots)andmitigation.Includesitemssuchasroadrepairclosures,dangerousintersections,speedlimits,roadconditions,bridges,overheadclearance,etc.-Routespecificsecurityhazards-Localdrivingpractices,timeofdayanddayofweekeffects,holidays,nationalandreligiousevents,pedestriansandlargeanimalsontheroad5.CommunicationProcess-Communicationsprocess(routeplanningandchanges,emergencyresponsepreparedness,deviationsandarrival)
