CrashIndicatorBASICFactsheet©Fuse/GettyImagesCrashIndicatorOverviewWhatistheCrashIndicatorBASIC?TheCrashIndicatorBehaviorAnalysisandSafetyImprovementCategory(BASIC)isoneofsevencategoriesthattheFederalMotorCarrierSafetyAdministration(FMCSA)usestodeterminehowamotorcarrierranksrelativetoothercarrierswithasimilarnumberofsafetyevents(i.e.,inspections,violations,orcrashes).Atpresent,theCrashIndicatorBASICcanonlybeseenbyenforcementpersonnelorbyamotorcarrierthatisloggedintoitsownsafetyprofile;itisnotpublicallyavailable.FMCSAdefinestheCrashIndicatorBASICashistoriesorpatternsofhighcrashinvolvement,suchasfrequencyandseverity.ItisbasedoninformationfromState-reportedcrashesthatmeetreportablecrashstandards.TheCrashIndicatorBASICusescrashhistorythatisnotspecificallyabehaviorbutinsteadtheconsequenceofabehaviororsetofbehaviors.Theconsequenceofabehavior(s)canpointtoaproblemthatneedsattention.State-reportedcrashesraisethepercentilerankoftheCrashIndicator,whichindicateslowersafetycompliance.FMCSA’sSafetyMeasurementSystem(SMS)doesnotcurrentlyfactorincrashaccountability;theagencyisresearchinghowthismaybeincorporatedinthefuture.Howdomotorcarriersknowwheretheystand?SMSdeterminesanoverallBASICstatusforeachmotorcarrierbaseduponroadsideinspectionresultsthatarereflectedasapercentilerankand/orpriorinvestigationviolations.ThisinformationcanbeseenbyloggingintotheSMSWebsite(https://ai.fmcsa.dot.gov/sms/).OnceloggedintotheSMSWebsite,amotorcarrierwithsafetycomplianceproblemsintheCrashIndicatorBASICwillseeawarningsymbolinthatBASIC.Youcanalsoviewtherecordsofyourcompany’scrashesandrequestareviewofanyrecordsyouthinkareinaccuratethroughDataQs.WhatdocumentsassociatedwiththisBASICshouldmotorcarrierskeep?Ifaninvestigationisconducted,SafetyInvestigators(SIs)mayrequestfrommotorcarriersthesetypesofdocuments:carrierdatafromtheirAccidentRegisterandaccidentreportsrequiredbyStateorothergovernmentalentities/insurers(forexample,PoliceAccidentReports).MotorcarriersshouldkeepdocumentsrequiredbytheFederalMotorCarrierSafetyRegulations(FMCSRs),andknowthatSIsmayusethemtoassessthenatureandseverityofsafetyproblems.HowcanmotorcarriersandtheirdriversimprovesafetyperformanceintheCrashIndicatorBASIC?MotorcarriersanddriversshouldknowthattheirState-reportedcrashhistorymatters.Theirsafetyperformancewillbeassessedbasedonhowmanycrashesthey’vebeeninvolvedin,whentheyhappened,andhowseveretheywere.Driversneedtounderstandhowtooperateacommercialmotorvehicle(CMV)safelyinordertoavoidcrashes.MotorcarriersshouldknowhowtocomplywiththeFMCSRsandimprovetheirpercentilerankintheCrashIndicatorBASIC.Carriersshouldprovideup-to-datemileagefiguresontheirMCS-150biennialupdates,whichareusedintheCrashIndicatorcalculation.Theyshouldalsoeducatetheirdriversaboutsafedrivingpractices,ensuretheirdriversknowandunderstandsafetyregulations,andhelpthemtounderstandwhattheycandotopreventcrashes.Ultimately,moreknowledgeableandlaw-abidingdriverswillleadtofewercrashesandfewercrashesmeansaferroads.MotorcarriersshouldknowcrashesadverselyaffectSMSresultsfor24monthsandthatonlynothavingcrasheswillimprovemotorcarriers’BASICpercentileranks.Also,theyshouldcheckoutthe“Whatcanamotorcarrierdotoimprove?”sectionoftheSMSInformationCenterforanswerstocommonlyaskedquestionsaboutsafetyperformance.ThisisanofficialU.S.governmentpublication,producedanddisseminatedbytheFederalMotorCarrierSafetyAdministration.CSAisFMCSA’senforcementandcomplianceprogramtoimprovelargetruckandbussafetyandultimatelyreduceCMV-relatedcrashes,injuries,andfatalities.FormoreinformationaboutCSA,visithttp://csa.fmcsa.dot.govU.S.DepartmentofTransportationFederalMotorCarrierSafetyAdministrationHTTP://WWW.FMCSA.DOT.GOV|HTTP://CSA.FMCSA.DOT.GOV|DECEMBER2012FMC-CSA-12-005
