AppendixA9ControlofSubstancesHazardoustoHealth(COSHH)ContentPolicystatement1.Principles2.Definitions3.Controlmeasures4.Organisationandresponsibilities5.HealthandSafetyarrangements6.Policyreview7.AmendmenthistoryAppendices1.AuthoritativeBodies/RelatedDocumentsorPolicies1PolicystatementThispolicysetsouthowBBSRCwillcomplywiththespecificrequirementsoftheControlofSubstancesHazardoustoHealthregulations2002(COSHH).BBSRCacknowledgesthatnosubstancecanbeconsideredcompletelysafe.Allreasonablestepswillbetakentoensurethatallexposureofemployees,students,visitorsandothersworkingonBBSRCsponsoredsitestosubstanceshazardoustohealthisprevented,oratleastcontrolledtowithinstatutorylimits.ThispolicyhasbeenagreedwithlocalHealth&SafetyAdvisorsandtheTradeUnionSideandcomplieswithstatutorybestpractice.TheInstituteGrantAgreementstatesthat“TheInstitutewilltakeallnecessarystepstoensurecompliancewithalllegalrequirementsandbestpracticeforhealthandsafety,environmentalcomplianceandthesecurityofstaffinrelationtotheoperationoftheInstitute”.Thereforeimplementationofthispolicybysuchestablishmentswillensuretheymeetthisrequirement.21.Principles1.1BBSRCwillensurethattheCOSHHpolicycomplieswithandreflectsthelegalframeworkandbestpractice.1.2BBSRCanditsestablishmentswillmakeeveryefforttoreducetherisktoemployees,students,visitorsetc.bysuitableandeffectivecontrolmeasures.1.3Thispolicywillbesupportedbytheprovisionofregulartraining,information,instructionandsupervisionforthetasksemployeesperform.2.Definitions2.1TheCOSHHRegulationsdefineahazardoussubstanceastheintrinsicpropertyofthatsubstancewhichhasthepotentialtocauseharmtothehealthofaperson.Thefollowingaredefinedassubstanceshazardoustohealth:•Chemicals,productscontainingchemicals,fumes,vapours,mists.•Abiologicalagent.•Dusts.•Gasesandasphyxiatinggases.•Nanotechnology(molecularoratomicmanipulationofstructuresormatterthatare100nanometersorsmaller,includesbothman-madeandnaturalobjects).•SubstanceswhichtheHealthandSafetyExecutivehaveassignedaWorkExposureLimit,refertoHSEpublicationEH40:“WorkplaceExposureLimits:ContainingthelistofworkplaceexposurelimitsforusewiththeControlofSubstancesHazardoustoHealthRegulations2002(asamended)”.•Anyothersubstancewhichcreatesacomparablerisktohealthtoanyoftheabove.2.2CompetentPerson:Apersonwiththeassessedabilitytoundertakeresponsibilities,andperformactivitiestoarecognisedstandard,onaregularbasis.Itisacombinationofskills,experienceandknowledge.3.Controlmeasures3.1Eachestablishmentwill:•Maintainaninventory,sofarasreasonablepracticable,bysiteorbuildingofsubstanceshazardoustohealth,withappropriatehazardinformationasameanstoidentifysignificantrisks.•Appointcompetentpersonstoadviseoncontrolofhazardoussubstances.•Ensuresufficientcompetentpersonstocarryoutriskassessmentsonproceduresinvolvingsubstanceshazardoustohealth.•Assessalloperationswhichinvolve,ormayinvolve,exposuretosubstanceshazardoustohealthandensurethatappropriatecontrolmeasuresareappliedifeliminationorsubstitutionofthesubstancesarenotpossible.3•Maintainengineeringcontrols(e.g.localexhaustventilation)inaneffectiveconditionbyplannedpreventivemaintenanceandperformmonitoringatappropriateintervalstoensurecontinuedeffectiveness.•Reviewanysystemofwork,supervisionsystemoranyothersimilarmeasureatsuitableintervalsandreviseasnecessary.•Informanyonewhomayworkintheaffectedareasofthepur...
