INFRASTRUCTUREMINING&METALSNUCLEAR,SECURITY&ENVIRONMENTALOIL,GAS&CHEMICALSCheniereEnergySabinePassLNG–World’sFirstImport/ExportFacility2017Gastech2017Page1CheniereEnergySabinePassLNG–World’sFirstImport/ExportFacilityP.Pillai,S.BuoncristianoBechtelCorporationJ.Pfeffer,E.LehotskyCheniereEnergyE.Romero,M.CulliganConocoPhillipsCompanyGASTECH2017Tokyo,Japan4-7April,2014ABSTRACTGastech2017Page2CheniereEnergyPartnersisdeveloping,constructing,andoperatingaliquefactionprojectattheSabinePassLNGterminal(the"SPLProject")adjacenttotheexistingregasificationfacilitiesforuptosixtrains,withexpectedaggregatenominalproductioncapacityofapproximately27.0mtpaofLNG.Train1achievedsubstantialcompletioninMay2016,Train2achievedsubstantialcompletioninSeptember2016,Train3iscommissioningandTrains4and5arecurrentlyunderconstruction.AllregulatoryapprovalshavebeenreceivedtoconstructandoperateTrain6.TheCheniereLiquefactiontrainsarebeingbuiltandcommissionedbyBechtelusingConocoPhillipsOptimizedCascade®processtechnology.Theplantsutilizeaeroderivativedriversthatuseevaporativecoolersforpoweraugmentationtoruntherefrigerationcompressorswithastate-of-the-artHeaviesRemovalUnit(HRU)designedtoefficientlymanagetheswingsinthefeedgascompositionwhileensuringstableLNGproduction.Thispapershedslightontheeconomics,technology/designfeatures,executionfacets,andoperationalflexibilityoftheCheniereProject,whichintegratestheexistingmarine,interconnectingpipelines,andstoragefacilitieswithnewLNGliquefactiontrains.Thispaperwillalsoprovidesomedetailsonthestartupandcommissioningaspectsofthefirsttwotrains,culminatinginasuccessfullyexecutedplantperformancetestandhandoverofthefirststageoftheprojecttoCheniereOperations.AwellplannedandphasedexecutionstrategymaximizingreplicationacrosstheLNGtrainswhilecontinuallyintegratinglessonslearnedthroughouttheprojectexecutionphase,coupledwithclosecoordinationamongCheniere,Bechtel,andConocoPhillipspersonnel,havebeeninstrumentalinthecontinuedsuccessontheproject.Gastech2017Page31.0INTRODUCTIONTherehasbeenasignificantincreaseintheU.S.naturalgasproductionsincethediscoveryandexplorationofshalegasreservesinNorthAmerica.Thedomesticenergyindustryisdeployingfewerresourcestoproducemorenaturalgasthaneverbefore,highlightingthedramaticproductivitygainsthathaveunderpinnedtheU.S.unconventionalenergyboomofthelastdecade.TheU.S.EnergyInformationAdministration(EIA)estimatesmarketedU.S.naturalgasproductionof28.88trillioncubicfeetin2015,alevelthatwouldmarkanewhighandthefifthconsecutiveyearthatU.S.naturalgasproductionhaseclipsedhistoricalrecords(Figure1).Figure1-NetIncreaseinU.S.NaturalGasProductionTheadvancesintheproductionofshalegasdramaticallyincreasedtheamountofgasthatcouldberecoveredatarelativelylowcost.ThispresentedanopportunityfortheU.S.toexportgastoothercountrieswithmuchhighernaturalgasmarketpricesandatatimewhenthedemandforLNGisexpectedtobegrowingfasterthanthedemandfornaturalgasoverall(Figure2).Thefirst‘lower48’USexportprojectwassanctionedinAugust2012–SabinePasstrains1and2.Chenierehavingsuccessfullyoperatedaworldclass4bcfdLNGimportandregasificationterminalatSabinePassmadeastrategicdecisiontocapitalizeontheparadigmshiftinnaturalgasmarketconditionswhileutilizingtheirexistingassetsfromtheLNGimportterminal,toaddnaturalgasLiquefactioncapacitytotheirexistingterminal.SPLLiquefactiontrainsutilizetheexistingfiveLNG...
