67029CFRCh.XVII(7–1–05Edition)§1910.252(c)AllotherweldingtermsareusedinaccordancewithAmericanWeldingSociety—TermsandDefinitions—A3.0—1969,whichisincorporatedbyreferenceasspecifiedin§1910.6.[55FR13696,Apr.11,1990,asamendedat61FR9240,Mar.7,1996]§1910.252Generalrequirements.(a)Firepreventionandprotection—(1)Basicprecautions.Forelaborationofthesebasicprecautionsandofthespe-cialprecautionsofparagraph(a)(2)ofthissectionaswellasadelineationofthefireprotectionandpreventionre-sponsibilitiesofweldersandcutters,theirsupervisors(includingoutsidecontractors)andthoseinmanagementonwhosepropertycuttingandweldingistobeperformed,seeStandardforFirePreventioninUseofCuttingandWeldingProcesses,NFPAStandard51B,1962,whichisincorporatedbyref-erenceasspecifiedin§1910.6.Thebasicprecautionsforfirepreventioninweld-ingorcuttingworkare:(i)Firehazards.Iftheobjecttobeweldedorcutcannotreadilybemoved,allmovablefirehazardsinthevicinityshallbetakentoasafeplace.(ii)Guards.Iftheobjecttobeweldedorcutcannotbemovedandifallthefirehazardscannotberemoved,thenguardsshallbeusedtoconfinetheheat,sparks,andslag,andtoprotecttheimmovablefirehazards.(iii)Restrictions.Iftherequirementsstatedinparagraphs(a)(1)(i)and(a)(1)(ii)ofthissectioncannotbefol-lowedthenweldingandcuttingshallnotbeperformed.(2)Specialprecautions.Whenthena-tureoftheworktobeperformedfallswithinthescopeofparagraph(a)(1)(ii)ofthissectioncertainadditionalpre-cautionsmaybenecessary:(i)Combustiblematerial.Whereverthereareflooropeningsorcracksintheflooringthatcannotbeclosed,pre-cautionsshallbetakensothatnoreadilycombustiblematerialsonthefloorbelowwillbeexposedtosparkswhichmightdropthroughthefloor.Thesameprecautionsshallbeobservedwithregardtocracksorholesinwalls,opendoorwaysandopenorbrokenwin-dows.(ii)Fireextinquishers.Suitablefireextinguishingequipmentshallbemaintainedinastateofreadinessforinstantuse.Suchequipmentmaycon-sistofpailsofwater,bucketsofsand,hoseorportableextinguishersdepend-inguponthenatureandquantityofthecombustiblematerialexposed.(iii)Firewatch.(A)Firewatchersshallberequiredwheneverweldingorcuttingisperformedinlocationswhereotherthanaminorfiremightdevelop,oranyofthefollowingconditionsexist:(1)Appreciablecombustiblematerial,inbuildingconstructionorcontents,closerthan35feet(10.7m)tothepointofoperation.(2)Appreciablecombustiblesaremorethan35feet(10.7m)awaybutareeasilyignitedbysparks.(3)Wallorflooropeningswithina35-foot(10.7m)radiusexposecombustiblematerialinadjacentareasincludingconcealedspacesinwallsorfloors.(4)Combustiblematerialsareadja-centtotheoppositesideofmetalpar-titions,walls,ceilings,orroofsandarelikelytobeignitedbyconductionorradiation.(B)Firewatchersshallhavefireex-tinguishingequipmentreadilyavail-ableandbetrainedinitsuse.Theyshallbefamiliarwithfacilitiesforsoundinganalarmintheeventofafire.Theyshallwatchforfiresinallexposedareas,trytoextinguishthemonlywhenobviouslywithinthecapac-ityoftheequipmentavailable,oroth-erwisesoundthealarm.Afirewatchshallbemaintainedforatleastahalfhouraftercompletionofweldingorcuttingoperationstodetectandextin-guishpossiblesmolderingfires.(iv)Authorization.Beforecuttingorweldingispermitted,theareashallbeinspectedbytheindividualresponsibleforauthorizingcuttingandweldingop-erations.Heshalldesignatepre-cautionstobefollowedingrantingau-thorizationtoproceedpreferablyintheformofawrittenpermit.(v)Floors.Whereco...
