PowerstationriskassessmentPowerCaseStudy:Scottish&SouthernEnergy,UKFollowingincidentssuchastheBPTexasCityandBuncefieldExplosionsin2005,thereisgrowingconcerninthepowergenerationsectorthatsimilarmajoraccidentscouldoccur.BackgroundProcesssafetyisveryimportantonpowerstationsduetohazardssuchas:firesorexplosionsfollowinglossoffuel,explosionsinhighpressuresteamequipment,catastrophicruptureofhighspeedmachinery,orexplosionsinHVequipment.Sucheventshavethepotentialtocausemultiplemajorinjuriesorfatalitieson-siteoroff-site,inadditiontoseriousdamagetoequipmentandextendedlossofproduction.Scottish&SouthernEnergy(SSE)recognisedtheneedtocarryoutdetailedprocesssafetyriskassessmentsattheirPeterheadpowerstation.Theywantedtoidentifypotentialhazardouseventsandassesstheadequacyandrobustnessoftheirriskreductionmeasures.ThisinformationandtheassociatedactionplanwouldprovideaplatformforimprovementacrossthepowerstationandhelpwithdevelopmentofkeyriskcontrolprocedureswithintheProcessSafetyManagement(PSM)system.AmajorconcernwasthetimerequiredusingafamiliartechniquesuchasHAZOPandthefactthatbusyoperationsstaffwouldneedtobeheavilyinvolved.SSEtalkedtoABBEngineeringServicesabouttheiruniqueProcessHazardReview(PHR)techniquethatwasdevelopedintheearly1990’sfortherapidassessmentofprocesssafetyhazardsonexistingplants.PHRhasbeenusedextensivelyonplantsthroughouttheprocessindustriesandparticularlyinrecentyearsforsitescomingundertheCOMAHregulations.Itprovidesadetailedyethighlevelassessmentofthewholeprocess,focussingonareasofconcernandhelpingtodemonstratecontinuousimprovementinprocesssafety.ABBhasusedPHRsuccessfullywithinthepowergenerationsector,andmadedevelopmentstoincludeassessmentofhighvoltagepowersystems.SSEisnowworkingthroughaprioritisedactionplanforthePeterheadsitethatwillprovideanassurancethatprocesssafetyrisksareundersuitablecontrol.BenefitsRapididentificationofprocesssafetyhazardsacrossthe−entirepowerstationAssessmentofcurrentsafeguardsanddevelopmentofa−listofprioritisedrecommendationsforreducingriskstoaslowasreasonablypracticableEfficientuseofbusyoperationsstaffwhosedetailed−knowledgewasessentialinensuringthatconcernswereidentifiedAgreedreviewmethodologythatcanbeapplied−consistentlyacrossallpowerstationsownedbySSEUseofthestructuredPHRtechniquethatiswellproven−throughouttheprocessindustriesandvaluedbytheregulatoryauthoritiesSolutionABBprovidedaPHRleaderandscribetoworkwithateamofSSEstaffovera4weekperiodcoveringallprocesssystemsonthePeterheadsite.TheSSEteamconsistedofknowledgeableoperationsandtechnicalstaffwithday-to-dayexperienceofthesystemsunderreviewandawiderunderstandingofstandardsatPeterhead.Followinganinitialsitetourtogainanunderstandingofthescaleofoperations,ateamscopemeetingexploredthenatureofprocesssafetyhazardsonthesiteandidentifiedshortfallsintheoverallmanagementarrangements.Forexample,aconcernwasraisedoverthestandardoftheprocesspipingandinstrumentationdiagrams.Thesedrawingsareanessentialelementofprocesssafetyinformationandarecommendationwasraisedtoupdatetheexistingdrawingsto‘as-built’.ThemainpartofthePHRinvolvedastructuredreviewofeachprocesssystemonthepowerstation,startingwiththehighpressuregassupply.Asetofguidewordswasusedtohelptheteamidentifycrediblewaysinwhichhazardouseventscouldoccur,mostlyrelatedtolossofcontainmentorsuddenreleaseofenergy.Foreacheventtheseverityofthepossibleconsequences...
