AnnexF–DamageAssessmentProcedures1.0Purpose1.1ThisannexisusedwhenassessingtheextentofpropertydamageaffectingWVUBeckleypropertyafteranaccident,emergency,ordisaster.1.2Thisdocumentservesasaguidelineforprioritizationofactivities,rapidassessment,andrecovery.1.3Thisdocumentassignsgeneralresponsibilities,includingdocumentationforreimbursementfromFederalandStateagencies.2.0PlanningAssumptions2.1WVUBeckleymaybeaffectedbynatural,technological,orhuman-causedhazards.2.2ExternalhazardrisksatWVUBeckleyareidentifiedintheStateandCountyemergencyoperationsplans,suchasflashfloods,tornados,winterstorms,etc.2.3InternalhazardrisksatWVUBeckley,suchaschemicalstorage,liveviruses,gaslines,etc.,havebeenidentified.2.4WVUBeckleykeystaffhaveassessedthepotentialriskstoWVUBeckleyandimplementedpreventiveactionswheneverpossible.2.5Buildingfloorplansandsystemplanswouldbereadilyavailableduringresponseandrecovery.2.6Life-savingactivitiestakeprecedenceoverotheremergencyactivities.3.0ConceptofOperations3.1DamageAssessment3.1.1Damageassessmentisthesystematicgatheringofinformationthatdetailsanemergency’sordisaster’snature,andincludescategoriessuchastheeffectsonpublicandprivateproperty;numbersofpeopleandcommunitiesaffected;thepotentialdollarcost;andtheextentorseverityofdamageinthecommunities/countiesaffected.3.1.2DamageassessmentsprovidetheGovernorwithinformationtodecidewhethertorequestFederalassistancetosupplementStateandlocalresources,indicatewhattypesofassistanceshouldberequested,andprovidesupportfortherequestofFederalassistance.3.1.3Damageassessmentdataprovidetheinformationneededtoefficientlyandeffectivelymanagetheoperation.3.1.4IfWVUBeckleyisaffected,WVUBeckleydamageassessmentteamsmayintegratewithFederal,State,andlocaldamageassessmentteams.3.1.5Atalltimes,savinglivesisthepriority.3.2SearchandRescue3.2.1SearchandRescue(SAR)operationsmaybecarriedoutconcurrentlywithdamageassessmentactivities.3.2.2SARoperationsareperformedtolocateandsafelyrecoverpersonswhomaybelost,stranded,ortrapped,andinvolvetheuseofprivateandpublic(Federal,State,andlocal)resources.3.2.3WVUBeckleypersonnelmayparticipateinSARoperationsaffectingthecampusand/orthecommunity.3.2.4TherearethreeSARcategories:A.Category1:LostPerson(s)/Aircraft.Thisoperationmayinvolvemanysearchesoveralargearea.Theprimarydistinctionisthatalostormissingpersonoraircraftrepresentstheactualemergency;itisnottheresultofanotheremergencyevent.•OveralldirectionofCategory1SARoperationsrestswiththeWestVirginiaCivilAirPatrolandtheNationalSearchandRescuePlanincoordinationwiththeRaleighEmergencyCentralizedCommunicationsAgency(RECCA).•OperationsinvolvinglostpeoplewillbeunderthedirectionoftheapplicablelocalgovernmentagencyincoordinationwiththeRaleighCountyOfficeofEmergencyManagement(ROEM).•WhenSAR1operationsinvolveStatepropertysuchasparks,forests,andnon-navigablewaterways,theWestVirginiaDepartmentofNaturalResources(WVDNR)willhaveresponsibilityforoveralldirectionofoperations.•RequestsforStateassistancewillbemadethroughtheEmergencyManagementCoordinator(EMC)attheRCOEM.B.Category2:IndustrialExplosions/TransportationAccidents.ThisSARoperationinvolvesalargenumberofsearchesoperatingwithinalimitedareaatandaroundtheemergencyevent.TheSARoperationsareafunctionoftheemergencyresponseratherthantheactualemergency.•Directedandperformedlargelywithlocalresources.•Maybeaugmentedwithprivateres...
