31-1JSP375Pt.2Vol1(V1.0Jan16)31HotWorkingContents31.1Introduction31.2RolesandResponsibilities31.3RetentionofRecords31.4RelatedDocumentsIntroduction31.1.1Thischaptersetsouttheproceduresandguidanceforthehealthandsafetymanagementofhotworkingactivitiesundertakenbydefencepersonnel.31.1.2Forthepurposesofthischapterhotworkingmeansanyactivityorprocessthatgeneratesflame,heatoranincendivesparkandintroduces(orpresents)aforeseeableriskoffireorexplosionthroughasourceofignitionbymeansoftoolsorequipmenteither:•intentionallyarisingfromworkingmethods(withorwithouttheuseofanakedflame)suchaswelding,flame-cutting,soldering,brazing;or•theunintentionalgenerationofheatorsparks,bytheuseofpower/handtoolse.g.grindingandtheuseofdisc-cutters.31.1.3Thischapterdoesnotcoverworkinginhotclimates(informationconcerningworkinginhotclimatesisavailableinJSP539,ClimaticInjuriesintheArmedForces,Chapter2).30.1.4Overtheyearshotworkinghasresultedinmanymajorfiresandexplosionswhichhavecausedanumberoffatalitiesandseriousinjuriesaswellasproperty/assetlosses.Wherereasonablypracticabletheneedforhotworkingshouldbeeliminatedbytheuseofotherprocessesthatdonotinvolvetheapplicationorgenerationofheatorsparks.31.1.5Flammableliquidsandvapourssuchaspetrol,diesel,fueloil,paints,solvents,glue,dustsetcarefoundinmanyplacesofworkandundercertainconditions(i.e.hotworking)canexplodeviolently(JSP375,Vol2,Chapter09-DSEAR).Justateaspoonofpetrolinadrumcanbeenoughtocauseanexplosion,whenheatedandturnedintoavapour.RolesandResponsibilitiesCommandingOfficers(COs)/HeadsofEstablishment(HoEs)31.2.1ItistheresponsibilityoftheCO/HoEtoensurethatsuitablesystemsareinplaceandthatadequateresourcesaremadeavailableforhotworktobeconductedinaccordancewithappropriatesafesystemsofworkwhichmayincludetheuseofaPermitToWork(PTW)(seeJSP375,Part2,Volume1,Chapter30).Contractorsemployedtocarryouthotworkonthedefenceestate,vesselsetcshouldalsobe31-2JSP375Pt.2Vol1(V1.0Jan16)managedinaccordancewithJSP375,Part2,Vol1,Chapter34andStandardFirePrecautionsforContractorsEngagedonCrownWorks.Managers31.2.2Themanager(ownerofthetask)isresponsibleforensuringthatforanyactivityundertakenbydefencepersonnelinvolvinghotworking,thatariskassessment(JSP375,Part2,Vol1,Chapter08)isconductedbyacompetentpersonhavingsufficientexperienceandtraininginallassociatedrisks.Theriskassessmentshouldconsider:•isolating/shieldingplant/equipmentfromtheeffectsofheat;•thetransferenceofheattothesurroundingworkenvironment;•theenvironmentinwhichtheactivityistobecarriedout(includingwhatisabove,belowandintheimmediatevicinity)andthepossibilityofexplosiveatmospheres;•allothertaskrelatedhazards(non-heatrelated).31.2.3AwrittenSafeSystemofWork(SSoW)shouldbedevelopedandmaintainedforallhotworkingactivitiesunlesstheriskassessmenthasidentifiedthatitisnotnecessary.WhendevelopingaSSoWforhotworking,thefollowingshouldbeconsidered(thislistisnotexhaustive):•workequipmentselectedissuitablefortheactivity,isproperlymaintainedandwhereappropriate,adequatelysecured;•ensureequipmentisvisuallyinspectedandissafetousebeforecommencingthework;•allfixedservicesthatmaybeaffectedbytheactivity(oil,gas,electricity,etc.)arelocatedandprotected(isolated,locked,vented,etc.);•theneedforallcombustible/flammablematerialtoberemoved/protected;•actionsrequiredtominimisethepossibilityofexplosiveatmospheres;•areasecured(accesscontrol,etc.);•thene...
