4-1JSP375Pt.2Vol1(V1.0Jan16)4WorkplaceInspectionsContents4.1.Scope4.2.Introduction4.3.RolesandResponsibilities4.4.PlanningWorkplaceInspections4.5RetentionofRecords4.6.RelatedDocumentsAnnexA.InspectionChecklistScope4.1.1ThischaptersetsouttheproceduresandguidanceforconductingHealth&Safetyinspectionsoftheworkplace1aspartofaproactivemonitoringregimeidentifyingandcorrectingpotentialhazardsbeforeinjuries/illhealthoccurtoensurecompliancewiththegeneraldutiesundertheHealthandSafetyatWork,etc,Act(HSWA)and,whereapplicable,theMerchantShippingAct.4.1.2Thischapterdoesnotcoveraudits(thesearecoveredinJSP375Part2,Volume3)orworkequipmentspecificlegalinspectionrequirements(e.g.pressurevessels,lifts,cranes,chains,ropes,liftingtackle,scaffolds,localexhaustventilation(LEV),groundwork’setc.)andhazardousworkplaces(e.gexplosiveareas,fuelinstallations).GuidanceontheseinspectionrequirementsaredetailedintherelevantchapterswithinJSP375orsubjectspecificJSPs(JSP482-MODExplosivesRegulations,JSP317-SafetyRegulationsfortheStorageandHandlingofFuelsandLubricants,etc).Introduction4.2.1ThemonitoringandreviewofpreventativeandprotectivemeasuresisarequirementoftheManagementofHealthandSafetyatWorkRegulationsforwhichroutineworkplacehealthandsafetyinspectionsaretobeconductedtocheckthatsuchmeasuresareinplaceandeffective.Workplacehealthandsafetyinspectionscoverspecificselectedworkareaswithinanorganisationorworkplaceandshouldnotbeconfusedwithhealthandsafetyauditsofasafetymanagementsystem.Allworkplaceinspectionsshouldberecordedasevidenceoflegalcompliancewiththerequirementtomonitorandreviewpreventativeandprotectivemeasuresandmayformpartofanaudittraildemonstratingthatappropriatearrangementsareinplaceforactivemonitoringofthesafetymanagementsystem.4.2.2Theaimofworkplacehealthandsafetyinspectionsistopreventworkrelatedaccidentsandillhealthbyidentifyingnewhazards;andcheckingthatpreventativeandprotectivecontrolmeasuresareimplementedandeffective.Workplaceinspectionsneedtotakeaccountofpremises,plant,housekeeping,procedures,activitiesandsubstances,andthereforemayneedtobeundertakeninconcertwithotherstakeholders(e.g.accredited1Thetermworkplaceisusedtodefineanyarea(indoorsoroutdoors)whereworkactivitiesarecarriedout.4-2JSP375Pt.2Vol1(V1.0Jan16)TradesUnionsafetyreps,employeeelectedsafetyrepresentatives,siteestatespersonneland/orRPC/MAC/PFIcontractors,etc).4.2.3WorkplaceinspectionsofferdefencepersonnelandmanagersanopportunitytosharetheirknowledgeandexperiencehelpingtheinspectionprocessandshouldbeencouragedinlinewithHSE’sdrivetoincreaseworkerinvolvement.4.2.4RoyalFleetAuxiliary(RFA)vesselsshouldbeinspectedinaccordancewiththeMerchantShippingandFishingVessels(HealthandSafetyatWork)Regulations,Regulation16,forwhichguidanceisavailableintheMerchantShippingCodeofSafeWorkingPracticesforMerchantSeamen,Chapter3paragraph3.10.6.RolesandResponsibilitiesCommandingOfficers(COs)/HeadsofEstablishment(HoEs)4.3.1TheCO/HoEhaveinplaceprocedurestogainassurancefromallOfficers/managerslodgerunits,contractorsetc.whohavecontrolofactivities/areaswithintheestablishment/vesselthatregularworkplacehealthandsafetyinspectionsofallactivities/areasarecarriedout,recordskeptandanyissuesappropriatelyactioned.Theproceduresshouldincludetheadequatecoverforworkplacehealthandsafetyinspectionsofcommon/sharedareas(notobviouslyidentifiableasanyone’ssoleareaofresponsibility).M...
