Page1HazardIdentification,RiskAssessmentandControlProcedure1.PurposeToensurethatthereisaformalprocessforhazardidentification,riskassessmentandcontroltoeffectivelymanageworkplaceandsafetyhazardswithintheWesternSydneyUniversity.2.PreambleAPersonConductingABusinessorUndertaking(PCBU)hasobligationsundertheWorkHealthandSafetyAct2011(WHSAct)aswellastheWorkHealthandSafetyRegulation2011(WHSRegulation)tomanageriskstohealthandsafetysofarasisreasonablypracticable.Ariskmanagementapproachinvolvesidentificationandassessmentofrisksfollowedbyeliminationofrisksinthefirstinstanceorwherethisisnotpracticable,minimisingthoseriskssofarasreasonablypracticable.Theriskmanagementapproachisimportantforthreemainreasons:•SothattheUniversity’sdutyofcaretoitsworkers,customers,contractors,students,visitorsandothersthatworkorlearnattheUniversitycanbemet,aspartofthelegislativehealthandsafetyrequirements.•Outofconcernforthehealthandsafetyofworkers,students,contractors,visitorsandothersatWesternSydneyUniversityworkplaces.•Itmakesgoodbusinesssenseandiscosteffective.Akeyrequirementofmanagingrisksintheworkplaceisconsultingwithworkersaffectedbyahealthandsafetymatter.Workersshouldbeinvolvedinthehazardidentification,riskassessmentandriskcontrolprocesses.WhereworkersarerepresentedbyaHealthandSafetyRepresentative(HSR),thisHSRmustbeinvolvedintheconsultationprocess.ThelegislationalsorequiresthatwhereseveralPCBUshavedutiesforahealthandsafetymatter,thesePCBUsmustconsult,cooperateandcoordinatetheirriskmanagementactivitiestoensureeffectivemanagementofthehealthandsafetymatter.Workplacehazardidentification,assessmentandcontrolisanon-goingprocess.Itshouldbeundertakenatvarioustimes,including:•Ifithasnotbeendonebefore.•Whenahazardhasbeenidentified•Whenachangetotheworkplacemayintroduceorchangeahazard.Suchaswhenchangesoccurtotheworkequipment,practices,proceduresorenvironment.•Aspartofrespondingtoaworkplaceincident,evenwhereaninjuryhasnotoccurred.•Wherenewinformationaboutariskbecomesavailableorconcernsaboutariskareraisedbyworkers•Atregularlyscheduledtimesappropriatetotheworkplace.Itisoftenmoreeffectiveandeasytoeliminatehazardsifriskmanagementapproachesusedattheplanninganddesignstagesforproducts,processesandplacesforwork.Thefollowingprocedureforriskmanagement(involvinghazardidentification,riskassessmentandcontrol)isapracticalguideforhelpingmakeallUniversityworkplacessaferforworkers,students,contractors,andvisitors.Itwillhelpbothmanagementandworkers,throughconsultation,tocomplywiththeWHSregulations.TheseregulationsrequirePCBUstoidentify,assessandcontrolhazardsintheworkplacewiththeaimofeliminatinghazardsorminimisinghazards,dofarasreasonablypracticable.Recordingriskmanagementactivities,includingriskassessmentsandconsultationprocessesisrequired.Theseprocedureswillassistin:•FindinghazardsinUniversityworkplaces.•Assessingtherisksthatmayresultfromthesehazards.•Determiningcontrolmeasurestoeliminateorminimisetheleveloftherisks.•Monitoringandreviewingtheeffectivenessofcontrolmeasures.WHSPage23.DefinitionsHazard:Anything(e.g.condition,situation,practice,behaviour)thathasthepotentialtocauseharm,includinginjury,disease,death,environmental,propertyandequipmentdamage.Ahazardcanbeathingorasituation.HazardIdentification:Thisistheprocessofexaminingeachworkareaandworktaskforthepurposeofidentifyingallthehazardswhichare“inherentinthe...
