OHSAS18001:2007OCCUPATIONALHEALTHANDSAFETYASSESSMENTSERIESNote:Thisdocumentistobeusedfortrainingonly.Page1of28OccupationalHealthandSafetyManagementSystemsRequirementsOHSAS18001:2007OCCUPATIONALHEALTHANDSAFETYASSESSMENTSERIESNote:Thisdocumentistobeusedfortrainingonly.Page2of28INTRODUCTIONOrganizationsofallkindsareincreasinglyconcernedwithachievinganddemonstratingsoundoccupationalhealthandsafety(OH&S)performancebycontrollingtheirOH&Srisks,consistentwiththeirOH&Spolicyandobjectives.Theydosointhecontextofincreasinglystringentlegislation,thedevelopmentofeconomicpoliciesandothermeasuresthatfostergoodOH&Spractices,andincreasedconcernexpressedbyinterestedpartiesaboutOH&Sissues.ManyorganizationshaveundertakenOH&S“reviews”or“audits”toassesstheirOH&Sperformance.Ontheirown,however,these“reviews”and“audits”maynotbesufficienttoprovideanorganizationwiththeassurancethatitsperformancenotonlymeets,butwillcontinuemeet,itslegalandpolicyrequirements.Tobeeffective,theyneedtobeconductedwithinastructuredmanagementsystemthatisintegratedwithintheorganization.TheOHSASStandardscoveringOH&SmanagementareintendedtoprovideorganizationswiththeelementsofaneffectiveOH&SmanagementsystemthatcanbeintegratedwithothermanagementrequirementsandhelporganizationsachieveOH&Sandeconomicobjectives.Thesestandards,likeotherInternationalStandards,arenotintendedtobeusedtocreatenon-tarifftradebarriersortoincreaseorchangeorganization’slegalobligations.ThisOHSASStandardsspecifiesrequirementsforanOH&SmanagementsystemtoenableanorganizationtodevelopandimplementapolicyandobjectiveswhichtakeintoaccountlegalrequirementsandinformationaboutOH&Srisks.Itisintendedtoapplytoalltypesandsizesoforganizationsandtoaccommodatediversegeographical,culturalandsocialconditions.ThebasisoftheapproachisshowninFigure1.Thesuccessofthesystemdependsoncommitmentfromalllevelsandfunctionsoftheorganization,andespeciallyfromtopmanagement.AsystemofthiskindenablesanorganizationtodevelopanOH&Spolicy,establishobjectivesandprocessestoachievethepolicycommitments,takeactionasneededtoimproveitsperformanceanddemonstratetheconformityofthesystemtotherequirementsofthisOHSASStandard.TheoverallaimofthisOHSASStandardistosupportandpromotegoodOH&Spractices,inbalancewithsocio-economicneeds.Itshouldbenotedthatmanyoftherequirementscanbeaddressedconcurrentlyorrevisitedatanytime.ThesecondeditionofthisOHSASStandardisfocusedonclarificationofthefirstedition,andhastakendueconsiderationoftheprovisionsofISO9001,ISO14001,ILO-OSH,andothermanagementsystemstandardsorpublicationstoenhancethecompatibilityofthesestandardsforthebenefitoftheusercommunity.ThereisanimportantdistinctionbetweenthisOHASStandard,whichdescribestherequirementsforanorganization’sOH&Smanagementsystemandcanbeusedforcertification/registrationand/orself-declarationofanorganization’sOH&Smanagementsystem,andanon-certifiableguidelineintendedtoprovidegenericassistancetoanorganizationforestablishing,implementingorimprovinganOH&Smanagementsystem.OH&Smanagementencompassesafullrangeofissues,includingthosewithstrategicandcompetitiveimplications.DemonstrationofsuccessfulimplementationofthisOHSASStandardcanbeusedbyanorganizationtoassureinterestedpartiesthatanappropriateOH&Smanagementsystemisinplace.ThoseorganizationsrequiringmoregeneralguidanceonabroadrangeofOH&SmanagementsystemissuesarereferredtoOHSAS18002.Anyreferenceto...
