24Kevin’sCornerProjectEnvironmentalImpactStatementHazardandRisk24Section24│HazardandRisk│Page24-1of45│HG-URS-88100-RPT-0001Section24HazardandRisk24.1IntroductionThissectionoftheEnvironmentalImpactStatement(EIS)providesanassessmentofthehazardandriskissues,particularlythehealthandsafetyrisks,relevanttothedevelopmentoftheKevin’sCornerCoalMineProject(theProject).24.1.1PurposeThepurposeofthissectionistopresenttheresultsofapreliminaryhazardandriskassessmentoftheselectedstudyarea(i.e.theminesite)tosatisfytherequirementsofSection6oftheTermsofReferenceforthisProject’sEIS.Accordingly,thisstudyaimstoidentify,assessandevaluatepotentialhealthandsafetyriskstoemployees,contractorsandthecommunityaswellasthirdpartypropertyrisksthatmightoccurasaresultoftheProjectandtodeterminethemanagementplansandcontrolsthatwillbeestablishedtomanagetherisk.24.1.2ScopeThescopeofthepreliminaryhazardandriskassessmentincludestherisksassociatedwithallactivityassociatedwiththeminesite.Theassessmentofrisksidentifiedincludesbothon-siteandoff-siteimpactsandcoversallstagesoftheProjectincludingconstruction,operationanddecommissioningoftheminesite.AspertheEISTermsofReference,thestudyparticularlyfocusesonhealthandsafetyrisksaswellasthirdpartypropertyrisks.24.1.3ApproachTheapproachtakenincludedthefollowingmainactivities:Conductapreliminaryhazardanalysis(PHA)toidentifyrelevanthazardsandrisksassociatedwiththeProject;Evaluatetherisksandtheirpotentialimpacts,andidentifysafetymanagementsystemstodeterminespecificrequirementsfortheimplementationofriskcontrol;andOutlinetheneedsandobjectivesofproposedemergencymanagementplans.Inidentifyingandassessingthepotentialhazardsandrisks,comprehensivesetsofrepresentativeincidentscenariosweredevelopedfortheconstruction,operationanddecommissioningstagesoftheProjectandforbothon-siteandoff-siteimpacts.Theassessmentofconsequenceswasbasedonaprobablemaximumlossbasiswherebytheconsequenceofariskisthelikelyoutcomeofariskscenario,allowingfortheabsence/failureofmitigatingcontrols.Inthisrespecttheconsequenceestimateisthereforeconservative,yetreasonable.Thelikelihoodascribedtotheriskisthelikelihoodoftheinitiatingeventoccurringandtheprobabilityofthedefinedconsequenceresulting,takingintoaccountthereliabilityofthemitigatingcontrols.Theriskassessmentusedtheconsequence,likelihoodandlevelofriskcriteriaofHancockGalileePtyLtd(HGPL)whereconsequencehasbeenexpressedintermsofhealthandsafety,social/culturalheritage,propertydamageandnaturalenvironment.Section24│HazardandRisk│Page24-2of45│HG-URS-88100-RPT-0001Inregardtoemergencyresponse,consultationwasconductedwithvariousemergencyservicestodetermineexistingcapabilitiesandneedsanalysisfortheProject.Thefollowingemergencyserviceorganisationswerecontacted:QueenslandHealth;RoyalFlyingDoctorService;Alphapolice;andMinesinspectorate.24.2PreliminaryHazardAssessment24.2.1PurposeThepurposeofthePHAphaseofthestudyistoconductabroad-brush,high-levelidentificationandevaluationofrelevanthazardsandrisksassociatedwiththeProject.Thisallowedpotentiallysignificantriskexposurestobeefficientlyidentifiedandprioritisedforfurther,moredetailedanalysis.Inthisregard,theriskinformationcollectedduringthePHAisnotintendedtoprovideadefinitive,quantitativemeasureofrisk,butratherisusedforguidingandstructuringcloserconsiderationofsignificantriskissueswheresuchanalysisiswarranted....
