Chapter8FireProtection,Prevention,andSafetyAwarenessThischapterdiscussesfireprotectionandpreventionprogramsandprocedures.Topicscoveredincludefiredivisions,hazardclassificationsandfiresymbols,commonsafetyviolationsandhazards,andcharacteristicsofmunitionsfires.FIREPROTECTIONPROGRAM8-1.EveryArmyactivitymusthaveafireprotectionprogramthatincludesfireprotectiontraining,firesuppression,andfireprevention.Theprogram'sobjectiveistoeliminatethecausesoffireandreducethepotentialforlossoflife,injury,andpropertydamage.Thisobjectiveisconsistentwithpeacetime,combat,andSASO.8-2.Thecommander'sawarenessandinvolvementarethemostcriticalcomponentsofaneffectivefireprotectionprogram.Preservinglifeandpropertyisafundamentaldutyofalllevelsofcommandandsupervision.FIREPREVENTIONCOMPONENTS8-3.EachArmyinstallationmustestablishawell-plannedfirepreventionprogramthatincludesSOPs,firepreventiontraining,identificationandeliminationofhazards,enforcementoffireregulations,andadequatefireprotectionforfacilities.Thisprogramrequiresstrongcommandemphasisandsupport.8-4.Frequentsurveysandinspectionshelptoestablishthebeststandardsandpracticesforpreventingfires.Munitionsfiresareamongthemostfearedbecauseofthepotentialforcasualties,destruction,andlossofpropertyandequipment.Mostfiresinvolvingmunitionsarepreventable.Thus,firesafetyawarenessandtraininginpreventionpracticesareespeciallyimportant.STANDINGOPERATINGPROCEDURES8-5.Thefirepreventionprocedurespresentedherearebasic.TheyshouldbesupplementedbywhateverotherstandardsthecommanderfeelsareneededtoprotecttheASA.Atminimum,theunitSOPwillcontainthefollowingrulesandprocedurestobeenforcedbyeveryoneworkingaroundmunitions:.Strictlyregulateandcontrolsmokinginareaswhereammunition,explosives,highlycombustiblematerials,orflammableitemsarekept.Ifsmokingcanberegulatedsafely,designatespecificlocationsapprovedbythecommanderorsafetyofficerandequiptheseareaswithproperreceptaclesforbuttsorsmokingresidue.Donotallowsmokinginvehiclespassingthroughtheseareas.Locatethesmokingareaatleast50feetfromtheareacontainingmunitionsandexplosivesifnoncombustiblewallsdonotseparatethesetwoareas.Alsoensurethatatleastoneserviceablefireextinguisherisplacedinthearea.Donotpermitanyonewhose.8-1FM4-30.13FIREPLAN8-2.clothingiscontaminatedwithexplosiveorhazardousmaterialtousethesmokingarea.Donotpermituseofmatchesorotherflame-,heat-,orspark-producingdevicesinanymagazineareaorfieldstorageactivity.Theonlyexceptionswillbebywrittenauthorityofthecommanderorsafetyofficer.UseonlyflashlightsorstoragebatterylampsapprovedbytheUSBureauofMinesandlistedbytheULorotherrecognizedauthorityinstructuresthatcontainammunitionorexplosives.Locateoverheadtransmissionandpowerlinesnoclosertothestoragelocationthantheheightofthepoleor50feet,whicheverisgreater.Ifthecableisburiedforatleast50feetfromthestoragelocation,existingstoragefacilitiesmaybemodifiedwithundergroundelectricalservice.Usedrycleaningsolvent,notgasolineorotherflammableliquids,forcleaningpurposes.Ensurethatadequateventilationisavailablewhenusingsolvent.SeeTBMED-502forguidance.Locateparkingareasnocloserthan100feetoutsidestorageareas.Controltheseareastoreducefirehazardsandprovideeasyaccesstofirefighters.Policeareasonadailybasisforcombustiblematerialsleftoverfromoperations.Stackand/orproperlydisposeofthesematerials.SeeDAPam385-64forstackingguidelinesanddistancerequirements.Usenonheat-...
