Page1of1SafetyInstruction#68–rev.09/2007ContactEHS:safety@oregonstate.eduoregonstate.edu/ehs/541•737•2273OSUemployees,inthecourseoftheirduties,occasionallytransportsmallquantitiesoflaboratorychemicalsorotherhazardousmaterialstoaresearchsite,laboratory,orjoblocation.Thiscanoccurwhileusingeitherauniversity-ownedorapersonalvehiclewhiletravelingoncampusoronpublicroads.ThisSafetyInstructionoutlinestherequirements,risks,andsafetransportpracticesforOSUemployeestofollowwhentransportinghazardousmaterials.RegulatoryBackgroundTransportationofhazardousmaterialsisregulatedbytheU.S.DepartmentofTransportation(DOT)andtheOregonDepartmentofTransportation(ODOT).Bothagencies’authorityisderivedfromtheHazardousMaterialsRegulations(49CFR171-181).ODOThasadoptedthefederalstandardforthestateofOregon.Theregulationsapplytothetransportationofhazardousmaterialsforcommercialpurposes.DOTruleslistspecificfunctionsthatareexemptfromthefederalstandardwhenhazardousmaterialsarebeingtransportedfornoncommercialpurposes.Theexemptionappliesto“transportationofahazardousmaterialinamotorvehicle,aircraft,orvesseloperatedbyaFederal,stateorlocalgovernmentemployeesolelyfornoncommercialFederal,state,orlocalgovernmentpurposes.”ForthisSafetyInstruction,theterm“hazardousmaterial”onlyappliestouseablechemicalsandcompressedgases.Itdoesnotapplytohazardouswaste,diagnosticspecimens,biologicalorradioactivematerials.Specialtransportationrequirementsexistforthesematerials.EH&Smustbeconsultedforpropertransportationoftheseitems.AcceptableTransportationPracticesTransportinghazardousmaterialscarrieswithitsomerisktothedriverandoccupantsofthevehicleandothersontheroad.Spilledchemicalswithinavehiclecanquicklycreatedangerousconcentrationlevelsthatcaneitherovercometheoccupantsorcauseaflammableatmosphere.Spilledchemicalsonapublicroadwaycanalsoleadtoexpensivecleanupandtrafficdelays.Inordertominimizetheserisks,thedrivershouldimplementthesesafeguards:1.Labelallchemicalcontainersastotheircontents.2.Placepreviouslyopenedcontainersintoanimpermeablesecondarycontainersuchasaplastictotebin.Makesureallcontainersusedarecompatiblewiththechemicaltobetransported.Theuseofsecondarycontainersforunopenedhazardousmaterialswhenintheiroriginalshippingboxisnotnecessaryaslongasthecontainerismadesecure.Anysecondarycontainerthatobscuresaprimarycontainer’slabelingmustbelabeledwiththesameinformation.3.Transportcompressedgascylinderswiththevalvecoversscrewedon.Transportcryogensonlyinapprovedstoragevessels(e.g.dewarflaskswithpressurereliefmechanisms).4.Ifpossible,placehazardousmaterialswithinthevehicle’strunkorcargobed.Materialstransportedinacargobedshouldbemadesecureandbeprotectedfromtheweather.Iftransportingmorethanonetypeofchemical,makesureincompatiblechemicalsareplacedawayfromeachother.5.Thedrivershouldkeepacopyofthematerialsafetydatasheet(MSDS)whereitiseasilyaccessible.6.Bringalongaspillkitappropriateforthechemicalstransported.Aspillkitshouldconsistofpersonalprotectiveequipment(gloves,goggles,etc.),absorbentmaterial,shoveland/orbroomandplasticwastebagsforcontainerizingthewastes.Onlyattempttocleanupaspillyourselfifitissafetodoso.Ifindoubt,call911.Alsocarryafireextinguisherwitharatingof10B/Corgreater.7.Planrouteanddestinationstominimizetraveltimeanddistancewhiletransportinghazardousmaterials.Donotleavechemicalsstoredinavehicle.8.Forinsurancereasons,itishighlyrecommendedthatemployeesuseauniversityvehicleratherthanapersonalvehicle.Shouldtherebeanaccidentusingapersonalvehicle,someinsurancecarriersmaynotcovertheclaim.Ifyouplanonusingapersonalvehicle,consultyourinsurancecarrierforinformationoncoverage.9.Ifindoubtabouthowtosafelytransportachemicalorhowtotransportlargequantities(greaterthan5gallons),contactEH&Sat541-737-2273.TransportingHazardousMaterialsFactSheetENVIRONMENTALHEALTH&SAFETY
