___________________________________________________________________________________________________________WingerCompaniesSafety&HealthManualStopWorkAuthorityProgramRevisedSeptember2017Page1of4STOPWORKAUTHORITYPROGRAMPURPOSE/SCOPEConstructionandindustrialsitespresentmanyhazardstoemployeeswhentheyareperformingwork-relatedactivities.ThepurposeofWingerCompanies,hereinreferredtoasWinger,StopWorkAuthority(abbreviatedasSWA)Programistoprovideemployeesandcontractworkerswiththeresponsibilityandobligationtostopworkwhenaperceivedunsafeconditionorbehaviormayresultinanunwantedevent.Wingerconsidersnoactivitytobesourgentorimportantthatitsstandardsforenvironmentalprotection,safety,orhealthmaybecompromised.Employeeshavetherightandresponsibilitynottoperformtasksoractivitiestheyfeelposeunduerisktothemselves,co-workers,ortheenvironment.Stopworkactionstakeprecedenceoverallotherprioritiesandprocedures.ItisWingerpolicythat:1.Employeeshavetheauthorityandobligationtostopanytaskoroperationwhereconcernsorquestionsregardingthecontrolofhealthandsafetyriskexist.2.NoworkwillresumeuntilallStopWorkissuesandconcernshavebeenadequatelyaddressed.3.Anyformofretributionorintimidationdirectedatanyemployeeforexercisingtheirauthoritytostopworkwillnotbetolerated.SITUATIONSTHATMAYREQUIREASTOPWORKACTIONSWAshouldbeinitiatedforconditionsorbehaviorsthatthreatendangerorimminentdangertoperson(s),equipmentortheenvironment.SituationsthatwarrantaSWAmayinclude,butarenotlimitedtothefollowing:1.Change-Amodificationoralterationthatdeviatesfromthewaythejobtaskisnormallyperformedmaycauseunsafeworkactionsorconditions.Forexample,usingadifferenttool,alteringastandardproceduretomeetnewjobtaskrequirements,makingachangetotheworkplan,orobservingparametersthatareoutsidethestandardprocedures.2.Unscheduledevent-Anunplannedeventthatdistractsemployeesfromthejobtaskbeingperformedmaycauseunsafeworkactionsorconditions.Forexample,inclementweather,simultaneousworkoccurringnearby,oracommunityorpropertyowneractivityfollowinganaccidentorspill.3.Observationwithsafetyimpact-Wheneveranemployeeobservesaconditionorsituationthathasanimpactonsafety.Forexample,ahoselyingacrossawalkway,aspillthathasnotbeencleanedup,aloosehandrailoradamagedtool.4.Incompleteunderstanding-Wheneveranemployeeorcoworkerdoesnotcompletelyunderstandinstructions,proceduresorongoingactivities.Forexample,makingassumptionsaboutjobtasksteps,uncertaintyovertheorderthatjobstepsareperformed,ordifferingopinionsabouthowajobtaskisperformed.5.Relayinformation-Wheneverasituationrequirescriticalinformationtoberelayed,anunsafeworkactionorconditionmayoccur.Forexample,shiftchangeoremployeereassignment.___________________________________________________________________________________________________________WingerCompaniesSafety&HealthManualStopWorkAuthorityProgramRevisedSeptember2017Page2of46.Observingnewhazards-Wheneveranemployeeencountersrisksthathavenotbeenaddressedduringpreviousjobsafetyanalysisorriskassessments.Forexample,newPPErequirementsbasedonjobtaskdemandspreviouslyunidentified.7.Needtoaskforhelp-Wheneverajobrequiresadditionalpeople,ortheexperiencelevelofthepersonperformingthejobtaskrequiressupport,anunsafeworkactionorconditionmayoccur.Forexample,workingtomeetproductiondemandsandperformingatwo-personprocedurealone,aninexperiencedemployeewhodoesnotaskforhelp,notaskingforhelpwithaheavylift,...
