InternationalTrafficSafetyDataandAnalysisGroupReportingonSeriousRoadTrafficCasualtiesCombiningandusingdifferentdatasourcestoimproveunderstandingofnon-fatalroadtrafficcrashesphotocredit:KonstantinSutyaginInternationalTrafficSafetyDataandAnalysisGroupReportingonSeriousRoadTrafficCasualtiesCombiningandusingdifferentdatasourcestoimproveunderstandingofnon-fatalroadtrafficcrashes3©OECD/ITFFOREWORDItiswithgreatpleasurethatIpresentthisspecialIRTADreportpreparedbyaWorkingGrouponLinkingPoliceandHospitalDatawithaviewtoidentifyandassessmethodologiesforlinkingdifferentsourcesofaccidentdatainordertodevelopbetterestimatesoftherealnumberofroadtrafficcasualties.Internationalcomparisonsofroadsafetynecessarilylimitthemselvestodataonfatalcrashesandfatalities.Thesedataareofgoodqualityinmanycountriesintheworld.Becauseweusethesame30-daydefinition(dyingwithin30daysafteracrashoccurred)andifcountriescollectgoodqualitydatawecanmakemeaningfulinternationalcomparisons.Butweallknowthatroadcrashescanalsoresultinveryseriousinjuries.Weknowaswellthattheseinjuriescanhaveaseriousimpactoncitizen'slives.Moreover,theassociatedeconomiccostsareconsiderable.ManyOECD/ITFcountrieshavesetroadtargets:forexamplenotmorethan1000deathsin2020.Moreandmore,countrieshavealsoformulatedtargetsforinjuries(forexamplenotmorethan10000seriousroadcrashcasualtiesin2020)asanexpressionofagrowinginterestindealingwithwiderissuesofroadsafety.Internationallyharmonizedandaccepteddefinitionsof(serious)injuriesarenotyetavailable.Thismeansthatitisnotpossibletocomparethewidersafetyrecordofcountriesaslongasdatadefinitionsanddatacollectionproceduresdiffer.Inaddition,theproblemofunderreportingofseriouscasualtiesiswidelyrecognised,andmanycountriesworkhardtoeliminatethisproblem.TheaimoftheIRTADGroupistoco-operateandsupportitsmembers,andalsonon-members,toimproveroadsafetydataqualityingeneralterms.Ourdatabaseaimstodelivergoodqualitydata.Currently,thesedataarefromfatalcrashesonly.Itisourunderstandingthatdataonroadtrafficinjuriesarealsourgentlyneeded.Forthisreasonwestartedtoworkonthistopic.TheIRTADGrouphopesthatthisreportwillmakeacontributiontotheaimthatmoreandmorecountrieswillusedataonroadcrashinjuriesinroadsafetypoliciesandresearch,notonlyIRTADmembersbutothercountriesintheworldaswell.Webelievethatmajorstepsforwardwillbemadeifdataonroadtrafficcasualtiesarewidelyavailable,ofgoodquality,andcomparablebetweencountries.Wetrustthatthisreportcancontributetothatgoal.Theinformationincludedinthisreportisbasedon:DiscussionsattheWorkshopheldinLondonon30November–1December2009AsurveyamongallIRTADMemberstocollectinformationon:oAvailabilityofinformationsources.oDefinitionsofseriousinjuries.oMethodologiesusedtolinkdifferentsourcesofdata.LiteraturereviewsofrecentresearchworkonlinkinghospitalandpolicedataThismeansthatourresearchismainlybasedonexperiencesandknowledgecollectedinIRTAD-memberstatesandthisreportreflectsthestateoftheartinthesecountries,manyofwhichareinapositiontoworktowardsbetter,comparable,dataonnon-fatalcasualties.Itisnoteasytoanswerthequestionhowtoapplythiswayofthinkingandworkinginothercountriessuchaslowandmiddleincomecountries.Formostofthese,theprioritywillcontinuetobetocollectaccurateandcomprehensivedataonfatalities.IRTADoffersitscapabilitiestosupporttheseaims.Weexpecttheaudienceforthisreporttobemainlydataspecialistsintheroadsafetyarea,bothintransporta...
