OH&SUnitPage1of10OccupationalHealth&SafetyRiskAssessmentandManagementGuidelineOccupationalHealth&SafetyRiskAssessmentandManagementGuidelineIntroductionThisguidelinehasbeendevelopedtoassiststaffandstudentsattheUniversityofQueenslandtoidentify,assessandmanagerisks.ItisbasedontheRiskManagementAdvisoryStandard2000:DepartmentofEmployment,TrainingandIndustrialRelations–WorkplaceHealthandSafety.(linktohttp://www.detir.qld.gov.au/hs/hs.htm)“Riskmanagementisrecognisedasanintegralpartofgoodmanagementpractice.Itisaninteractiveprocessconsistingofsteps,which,whenundertakeninsequence,enablecontinualimprovementindecisionmaking.Riskmanagementisthetermappliedtoalogicalandsystematicmethodofestablishingthecontext,identifying,analysing,treating,monitoringandcommunicatingrisksassociatedwithanyactivity,functionorprocessinawaythatwillenableorganisationstominimizelossesandmaximizeopportunities.Riskmanagementisasmuchaboutidentifyingopportunitiesasavoidingormitigatinglosses.”AustralianStandardAS/NZS4360:1999–Riskmanagement.AllpersonsintheworkplacehaveobligationsundertheWorkplaceHealthandSafetyAct1995.TohelpmeettheseobligationstheWorkplaceHealthandSafetyAct,Regulations,AdvisoryStandardsincludingtheRiskManagementAdvisoryStandard2000andindustrycodesofpracticehavebeenmade.Thesedocumentsprovideinformationabouthowtoidentifyavarietyofworkplacehazardsandhowtomanageexposuretotherisksassociatedwiththesehazards.TheOccupationalHealthandSafetyUnitattheUniversityofQueenslandprovidesadviceonallaspectsofOccupationalHealthandSafetyincludingRiskManagement.InformationandadviceisalsogivenintheformofGuidelines,Policies,HazardAlertsandRiskManagementProgramswhichcanbefoundatwww.uq.edu.au/ohs.SpecialiststaffattheOccupationalHealthandSafetyUnitandWorkplaceHealthandSafetyOfficerswithinSchools,FacultiesandCentrescanassistwiththeriskmanagementprocess.Theresponsibilityforensuringriskassessmentsarecompleted,however,restswiththeSupervisorattheworkplaceandshouldbeperformedbytheperson/sundertakingorperformingthetask.OH&SUnitPage2of10OccupationalHealth&SafetyRiskAssessmentandManagementGuidelineOverviewoftheRiskManagementProcessRiskmanagementisanongoingprocessthatshouldbeundertaken:•Now,ifyouhavenotdoneitbefore•Whenanynewworkisplannedincludinglaboratory/workshop/coursework•Whenasignificantchangeoccurs•Afteranincident•AtregularpredeterminedintervalsRecordKeepingAdequaterecordkeepingoftheriskmanagementprocesswillhelpdemonstratetotheDivisionofWorkplaceHealthandSafetyorinlitigation,thatyouhavebeenactivelyworkingtoensuresafetyattheUniversityofQueensland.Recordsmustshowthattheprocesshasbeenconductedproperlyincludinginformationaboutthehazards,associatedrisksandthatcontrolmeasureshavebeenimplemented.Informationshouldinclude:•Hazardsidentified•Assessmentoftherisksassociatedwiththosehazards•Decisionsoncontrolmeasurestomanageexposuretotherisks•Howandwhenthecontrolmeasuresareimplemented•Evidenceofmonitoringandreviewoftheeffectivenessofthecontrols•AnychecklistusedintheprocessHazardsandRisksHazardsandrisksarenotthesamething.Ahazardissomethingwiththepotentialtocauseharm.Thiscanincludechemicalsubstances,plant,workprocessand/orotheraspectsoftheworkenvironment.Riskisthelikelihoodthatillness,injuryorevendeathmightresultbecauseofthehazard.Ifitisaminorriskthemostlikelyoutcomeisa“minorconsequence”anda“veryunlikelyevent”.Aminorconseq...
