MinimumProjectHSERequirements1.0GENERAL1.1Health,Safety,andEnvironmental(HSE)complianceintheworkplaceistheCompany’sprimaryinitiative.TheClientandtheCompanyrequirethattheSubcontractoranditsLowerTierSubcontractorsplacethehighestimportanceonHSEatalltimesduringtheperformanceoftheSubcontractWorkattheSite.1.2SubcontractorshallcorrectanydeficienciesimmediatelyuponnotificationbyContractor’spersonnel.Contractor’spersonnelshallhavetherighttorequireimmediatecessationofworkinthecaseofimminentdangertolifeorproperty.1.3Thefailureand/orrefusaloftheSubcontractororanyofitslowertierSubcontractorstofulfillitsHSEresponsibilityortocorrectorabatenon-standardHSEconditions,practices,oractswithinareasonableperiodwillresultincorrectiveactionbeingtakenbyContractorand/orclient.1.4TheSubcontractorshallensurethattheserequirementsareincludedinanyLowerTierSubcontractors’contracts.1.5AllSubcontractorsandLowerTierSubcontractorsshallcomplywithapplicableFederal,State,andLocalregulations.1.6IfUSACEEM385-1-1(2014)isapplicabletotheproject,allSubcontractorsandLowerTierSubcontractorsshallcomplywiththerequirementsofEM385-1-1.1.7SubcontractorshallprovideHSEtrainingforitsemployees,providespecificHSEinstructionsonspecialactivities,andprovideongoingHSEsupervision.2.0HSEPOLICY2.1ItisthePolicyoftheCompanyandakeycomponentoftheCompany’sculture,toexecuteallactivitiesinsuchamannerthatwillensureHealth,Safety,andEnvironmentalprotectionofallemployees,Clients,Subcontractors,Suppliers,andthecommunitiesinwhichweliveandwork.2.2AllManagersandSupervisorsoftheCompanyandSubcontractorhavetheresponsibilitytocontinuouslyimproveHSEawarenessamongallemployees,tomanageproperusageoftheenvironment,toolsandequipment,andtocreateacultureinwhicheveryonesharesresponsibilityforthewell-beingoftheirfellowworkersandcommunity.2.3AllemployeesoftheCompanyandSubcontractorhavetheresponsibilitytoexecutetheirpersonalandworkactivitiesinsuchamannerastopreventallcircumstanceswhichcouldleadtoincidentsthatmaycausepersonalinjuryorillnesses,securityincidents,orenvironmentaldamage.2.4TheCompanyandSubcontractorwillimplementthisPolicyincombinationwiththeHSElaws,regulations,standards,andcodesofpracticeofourClientsandallapplicablegovernmentalagencies.ParentDocument:AMS-710-02-PR-04400FormNumber:AMSF-710-02-FM-04406Revision0IssuedforUse:9/08/2017Page1of14InitialbySubcontractor:_______InitialbyCompany:_______3.0APPLICABILITY3.1TheProjectPolicyandAccidentPreventionPlan(APP)/SiteSafetyandHealthPlan(SSHP)applytoallCompany,Subcontractor,andLowerTierSubcontractorpersonsattheSite,regardlessofposition.ThesafetyrulesapplytoanyonewhoisontheSiteattheinvitationorunderthecontrolofCompany,SubcontractororLowerTierSubcontractor.TherequirementsofthisdocumentrepresenttheminimumHSErequirementsfromtheAPP.TheAPPalsocontainsspecificsiterequirementssuchassitemapstomedicalfacilities,emergencyresponse,projectorganization,reportingcontacts,etc.TheAPPwillbeprovidedtothesubcontractoratorpriortomobilization.4.0RESPONSIBILITIESEachpersonontheProjectisresponsibleforthefollowing:4.1Learning,understandingandcomplyingwithallHSEprocedures,LegalDuties,RegulationandCodes,thatareapplicabletoemployerorworkers.4.2Complyingwithapplicablelegalduties,regulationandcodeswhichmaybeimposedon:4.2.1Employers,4.2.2Workers,4.2.3Licensees(constructionorengineeringlicensesifapplicable)4.2.4Contractors/Subcontractors...
