FactSheetServicingMulti-PieceandSingle-PieceRimWheelsinMarineTerminalsRequirementsforservicingmulti-pieceandsingle-piecerimwheelsinmarineterminalscanbefoundin29CFR1917.44(o)(tube-typewheels),and29CFR1910.177.Thisfactsheetisforemployersandworkers,todemonstratethehazardsassociatedwithhandlingmulti-pieceandsingle-piecerimwheels.ItalsohighlightstheOSHAregulationswhichprotectworkers.HazardsTheairpressurecontainedinatireisverydangerous.Whenfullyinflated,atrucktirecanexertmorethan40,000poundsofpressureagainsttherimflange.Themostcommonhazardsfoundduringservicingrimwheelsoccurduringinflation.Theseatingringsshouldbeproperlysetorseatedduringinflation.Iftheringsarenotsetproperly,theringsortheremovableflangescanviolentlyseparatefromtheassembly,causinganexplosionandforcefullypropellingcomponentsoftheassemblyupto130mph.Similarly,anotherhazardfoundduringtheservicingofsingle-piecerimwheelsisthatthepressurizedaircontainedinthetiremaysuddenlybereleased,eitherbythebeadbreaking,thebeadslippingovertherimflange,orazipperrupture.ServicingMarineterminalworkersmayservicevarioustypesofvehiclesequippedwithmulti-pieceorsingle-piecerimwheels.Workersservicingthesetypesofwheelsmusthavethepropertrainingandbeawareoftherequirementsoutlinedin§1917.44(o),and§1910.177.Themostcommonvehicleswiththesetypesofwheelsinclude:cranes,top-handlers,side-picks,yardhustlers,chassis,trucks,tractorsandtrailers.Failuretofollowproperprocedureswhenservicingrimwheelscanresultinseriousinjuryordeath.Priortoservicinganyrimwheelassembly,workersshouldalways:•Completelydeflatethetire(orbothtiresofadualassembly)bytakingoutthevalvecore(s)beforelooseninganynutsorclampsthatattachatube-typetire/rimassemblyofavehicle;•Useanon-flammablevegetableorsoap-basedrubberlubricantontherimsurfacestomaketiredemountingandmountingeasier;•Usepropertoolstodemountormounttiresandrims;•Useasteelduckbillhammeronlyasawedgetounseatthebeadsoftube-typetires;•Wearadequateprotectiveeyewear(orafaceshield),protectivefootwearandearprotection;•Usesoft-facedhammerstodrivethetireironsorassemblecomponents;•Keeptoolscleanandinspectthemfrequently;•Demountinspectandmatchalltireandrimcomponents,beforereinflatingtheminarestrainingdevicewiththevalvecoreremoved;and•Alwaysstayoutofthepossibleairpressureexplosionpath(trajectory)area,see§1910.177(f)(10)and§1910.177(g)(8).WorkersshouldNEVER:•Useasteelhammertoseatrimcomponents;•Strikearim/wheelassemblywithahard-facedhammer(candamagethecomponentsandendangertheinstaller),andneverusearubbermalletorplasticdead-blowhammer;•Reinflateanytirethathasbeenoperatedinarun-flatorunderinflatedcondition;•Useatiretoolforanythingexceptdemountingandmountingtires;•Useanextensionor“cheater”barwithtireirons;•Useahammerwithalooseorcrackedhandle;•Useabent,cracked,chipped,dentedormushroomedtool;and•Modifyorapplyheattoanytireservicetool.TrainingEmployersmusttrainworkersonhowtoservicemulti-pieceandsingle-piecerimwheels§1910.177(c)(1).Employersmustensurethatworkersunderstand,demonstrateandmaintaintheabilitytosafelyservicemulti-pieceandsingle-piecerimwheels.Employersmustsupplytherequiredchartsand/ormanualsonservicingmulti-pieceandsingle-piecerimwheelsasrequiredin§1917.44(o)(5)(i)1,and§1910.177(d)(5).OSHAwillallowtheuseofanyothermanualorposterthatprovidesatleastthesameinstructions,safetyprecautions,andotherinformationcontainedinthesech...
